Job Overview: The consultant will play a crucial role in the final external evaluation of the CinemArena project, which is an itinerant education and information program aimed at raising awareness about socio-economic opportunities and promoting empowerment in Africa as alternatives to irregular migration. This project is particularly significant as it addresses the pressing issue of irregular migration by providing potential migrants with accurate information and viable alternatives. The consultant will assess the project's design, relevance, and effectiveness, ensuring that it aligns with IOM's strategies and other similar initiatives. The evaluation will involve a mixed-methods approach, incorporating both qualitative and quantitative data collection to provide a comprehensive assessment of the project's impact and sustainability. The consultant will be expected to engage with various stakeholders and beneficiaries to gather insights and feedback, ultimately leading to actionable recommendations for future programming.
Duties and Responsibilities: The consultant will be responsible for conducting a thorough final evaluation of the CinemArena project, which includes the following key tasks:
Develop an inception report outlining the evaluation methodology, including the evaluation framework aligned with OECD DAC criteria.
Conduct data collection through qualitative and quantitative methods, ensuring a balanced assessment of the project's performance.
Engage with stakeholders and beneficiaries through in-person and remote consultations to gather diverse perspectives on the project's impact.
Analyze the project's achievements, efficiency, effectiveness, and overall impact in addressing irregular migration and promoting socio-economic opportunities.
Identify best practices, lessons learned, and obstacles encountered during the project's implementation.
Prepare and submit deliverables, including an inception report, presentation of initial findings, first draft of the final report, and the final report with recommendations for future programming.
Ensure timely integration of feedback from IOM into the reports and maintain clear communication throughout the evaluation process.
Required Qualifications: Candidates must possess a completed university degree from an accredited institution in relevant fields such as Evaluation, Statistics, Migration Studies, Social Sciences, Politics, International Development, International Cooperation, Economics, or law" style="border-bottom: 1px dotted #007bff !important;">International Law. Additionally, a minimum of three years of demonstrated experience in data collection and evaluation, particularly in designing and conducting project evaluations for international organizations or UN agencies, is required. The consultant should have proven ability to write high-quality evaluation reports and official documents in English, along with strong analytical, communication, and stakeholder engagement skills. Knowledge of migration issues, especially in the context of awareness-raising and behavioral change campaigns, is advantageous. Familiarity with the political and social dynamics of West and North Africa is highly desirable, as is the ability to adapt to different contexts and interact with diverse populations.
Educational Background: The position requires a completed university degree from an accredited academic institution in fields relevant to the assignment. This includes disciplines such as Evaluation, Statistics, Migration Studies, Social Sciences, Politics, International Development, International Cooperation, Economics, or International Law. The educational background should provide a solid foundation for understanding the complexities of migration issues and the methodologies used in project evaluation.
Experience: The consultant should have a minimum of three years of relevant experience in data collection and evaluation, with a focus on designing and conducting project evaluations. Experience working with international organizations or UN agencies is preferred, as it demonstrates familiarity with the standards and expectations of such evaluations. The consultant should also have a track record of producing high-quality evaluation reports and official documents, showcasing their ability to communicate findings effectively.
Languages: Fluency in written and spoken English and French is mandatory for this position. Knowledge of Italian and Arabic will be considered advantageous, as it may facilitate communication with stakeholders in the target countries. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary language skills for effective communication.
Additional Notes: The selected consultant will be required to travel to at least three of the five CinemArena target countries, which may include Guinea, The Gambia, and Senegal, to collect data from stakeholders and beneficiaries involved in the project. The consultancy is subject to funding confirmation, and the appointment will require certification of medical fitness, verification of residency, visa, and government authorizations where applicable. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan for the duration of the consultancy, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. IOM maintains a zero-tolerance policy on conduct incompatible with its aims and objectives, including discrimination and harassment, and does not charge any fees during the recruitment process.
