Job Overview:
The Environmental Finance Regional Programme Associate will play a crucial role in facilitating the effective delivery of the environmental finance portfolio in Africa. This position involves providing support and oversight throughout the project lifecycle, including development, implementation, monitoring, evaluation, and closure of vertical funds projects. The associate will manage portfolio data and ensure compliance with UNDP and vertical fund requirements. Collaboration with Operations, Programme, and Project teams in Country Offices (COs) is essential to resolve complex programmatic and operational issues. The role requires a proactive approach to ensure timely compliance and quality service delivery, reflecting UNDP's commitment to a portfolio approach that accommodates changing business needs and fosters horizontal collaboration across units and teams.

Duties and Responsibilities:
1) Management and Support to projects under development: Coordinate document processing related to project development, ensuring accuracy and consistency of information. Update the project database and track completion requirements. Follow up on correspondence with project proponents and conduct final quality checks of documentation. 2) Monitoring and support to projects: Communicate effectively with COs regarding Delegation of Authority processes and ensure timely submission of Annual Work Plans. Support Regional Technical Advisors in reviewing project plans and assist in regional portfolio analysis. 3) Portfolio Monitoring and Support: Maintain accurate project information in the database, monitor project delivery, and assist in financial monitoring. Ensure compliance with management actions and evaluation requirements. 4) Facilitate Country Office Capacity Support: Ensure information flow between COs and HQ, advise on procedural issues, and assist in recruitment processes. Organize training programs and workshops as needed. 5) Self-Development, Learning, Knowledge Management: Contribute to corporate knowledge tools and manage dissemination of information regarding the team's work and achievements. The incumbent may also perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Secondary education is required, with a Bachelor’s degree in Economics, Political Sciences, Environmental or Social Sciences, or related fields being advantageous. A minimum of 7 years of experience with secondary education or 4 years with a Bachelor’s degree in programme/project management, financial resources management, or administrative support is required. Proficiency in project cycle management tools and methodologies is essential, along with mastery of office software packages and web research. Experience in project oversight and management, particularly with organizations managing grants or vertical funds, is highly desirable. Knowledge of ERP systems and UNDP programming and budget structures is a plus, as is experience in procurement and writing/editing skills.

Educational Background:
A secondary education is required for this position. A Bachelor’s degree in relevant fields such as Economics, Political Sciences, Environmental or Social Sciences will be given due consideration, although it is not mandatory. Professional certificates in project management would also be considered an advantage.

Experience:
The position requires a minimum of 7 years of relevant experience with secondary education or 4 years with a Bachelor’s degree. Candidates should have experience in programme/project management, financial resources management, and administrative support functions. Familiarity with project cycle management tools and methodologies is essential, as well as experience in project oversight and management at the national or international level. Knowledge of vertical funds and experience with organizations that manage grants is an advantage.

Languages:
Fluency in written and spoken English and Amharic is required for this position. Knowledge of additional languages such as Spanish, French, and/or Portuguese would be considered an added advantage, enhancing the candidate's ability to communicate effectively in a diverse environment.

Additional Notes:
The initial appointment is for a duration of 12 months, contingent upon the successful completion of a probationary period.
