Job Overview: The Migration Health Assessment Centre (MHAC) Manager will oversee the daily operations of the MHAC in Kampala, Uganda, under the direct supervision of the Chief Migration Health Officer (CMHO). This role involves managing resources, including finance and budget coordination, supervising staff, and ensuring compliance with health assessment protocols and standards. The successful candidate will be responsible for enhancing service quality, managing procurement processes, and aligning administrative operations with health assessment targets. The position requires a proactive approach to problem-solving and operational efficiency, ensuring that the MHAC meets its objectives while providing high-quality services to clients.
Duties and Responsibilities:
Manage daily operations of the MHAC, including patient registration, scheduling, and staffing shifts to ensure seamless coordination and implementation of Standard Operating Procedures (SOPs).
Monitor patient flow and address operational challenges in collaboration with the CMHO.
Coordinate internal office procedures such as document tracking, filing, and monthly reporting across all units.
Maintain orderly storage of medical files and ensure systematic e-archiving of patient records.
Support the CMHO in budgeting and financial management, including monitoring expenditures and identifying cost-saving measures.
Supervise and monitor the reconciliation of service fees and bank statements.
Develop procurement plans for medical supplies and coordinate with the procurement team to manage inventory levels.
Ensure compliance with IOM and industry standards for facility infrastructure and equipment.
Lead efforts to improve client experience and services at the MHAC. 1
Collaborate with external stakeholders to align MHAC capacity with target caseloads. 1
Supervise clinic and administrative support staff, identifying training needs and conducting performance evaluations. 1
Act as the main liaison between MHD and procurement, finance, and HR units. 1
Ensure all staff are aware of and adhere to IOM Standards of Conduct. 1
Implement improvements to strengthen internal control mechanisms and perform regular audits to verify compliance with health and safety regulations. 1
Generate reports on patient caseload and resource use, leveraging data to optimize operations. 1
Develop and monitor key performance indicators (KPIs) to assess operational efficiency and service quality. 1
Contribute to risk management and assist in incident investigations.
Required Qualifications:
Master’s Degree in Administration Management, Medical, HealthCare Administration, or a related field from an accredited institution, or a Bachelor's Degree with at least two years of relevant experience.
Knowledge and experience in healthcare administration, procurement, or accounting.
Proficiency in managing resources, clinic operations, and finances.
Experience with healthcare regulations and compliance standards.
Demonstrated leadership skills and the ability to act independently with sound judgment.
Educational Background: Candidates must possess a Master’s Degree in Administration Management, Medical, HealthCare Administration, or a related field from an accredited academic institution. Alternatively, a Bachelor's Degree in the aforementioned fields with at least two years of relevant working experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database.
Experience: The position requires knowledge and experience in healthcare administration, procurement, or accounting. Candidates should have a proven track record in managing resources effectively, clinic operations, and financial oversight to ensure cost-effectiveness. Experience in healthcare regulations, compliance standards, and resource planning is essential. Previous experience working with refugees or migrants in a medical setting is advantageous, as is experience with NGOs or international organizations. Candidates should demonstrate effective leadership, attention to detail, and analytical skills, along with the ability to exercise sound judgment and handle data accurately.
Languages: Fluency in English and a local language is required, both oral and written. Proficiency in IOM's official languages, which include English, French, and Spanish, will be evaluated during the selection process. Candidates may be assessed through written and/or oral evaluations to determine their language proficiency.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. National Professional Officers must be nationals of the country of employment and perform work at the professional level, adhering to the same recruitment qualifications and performance standards as International Professional staff. Appointment is contingent upon medical fitness certification, residency verification, and necessary government authorizations.
