Job Overview: The Team Leader for the Market Systems Development (MSD) program in Zambia will report directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and will be responsible for overseeing all aspects of the Sida-funded MSD program. This includes planning, organizing, staffing, leading, and managing all program activities. The Team Leader will ensure that the program is accountable to partners, participants, donors, and stakeholders, including government authorities. The position requires a strong focus on ensuring that programming is delivered on time, within scope, and within budget. The Team Leader will provide technical leadership throughout the program's lifecycle, from inception to implementation and eventual closeout, ensuring that all activities align with the strategic goals of the organization and the needs of the communities served.
Duties and Responsibilities: The Team Leader will have a comprehensive set of responsibilities, including:
Programme Management: Leading the MSD program, ensuring it meets targets and is delivered on time and within budget. This involves collaborative work planning, budget forecasting, and procurement planning. The Team Leader will also manage donor communications and prepare high-quality reports in collaboration with program teams.
Technical Leadership: Ensuring that all assessments, designs, and implementations adhere to MSD standards. The Team Leader will also contribute to the development of the country strategy, particularly regarding MSD components.
Team Management: Creating a respectful work environment, promoting accountability, and providing constructive feedback. The Team Leader will supervise and train staff, ensuring they are equipped with the necessary skills for successful program implementation.
Budget Management: Supporting financial management, monitoring budgets, and ensuring that spending aligns with program goals. The Team Leader will work closely with the Country Finance Manager to develop spend-down plans and monitor cash projections.
Program Monitoring, Evaluation, and Learning: Collaborating with the Knowledge Management and MEL team to finalize program frameworks and ensure that roles and responsibilities are clearly defined.
Required Qualifications: Candidates must possess strong leadership skills and a proven track record in program management, particularly in market systems development. They should have experience in managing complex programs, ideally in a development context, and demonstrate the ability to work collaboratively with diverse teams and stakeholders. Strong analytical skills and the ability to adapt to changing circumstances are essential. Candidates should also have experience in budget management and financial oversight, as well as familiarity with monitoring and evaluation practices.
Educational Background: A bachelor's degree in a relevant field such as international development, economics, business administration, or a related discipline is required. A master's degree is preferred and may be beneficial for candidates seeking to demonstrate advanced knowledge and skills in program management and development.
Experience: Candidates should have at least 5-7 years of relevant experience in program management, with a focus on market systems development or similar areas. Experience working in Zambia or Southern Africa is highly desirable, as is familiarity with the socio-political and economic context of the region. Proven experience in leading teams and managing complex projects is essential.
Languages: Fluency in English is mandatory, as it is the primary language of communication within the organization and with stakeholders. Knowledge of local languages spoken in Zambia would be considered an asset, as it may enhance communication with local communities and stakeholders.
Additional Notes: This position is a full-time role, and the contract duration is expected to align with the five-year MSD program, including a 12-month inception phase. The role may involve some travel within Zambia and potentially to other countries in the region. Compensation and benefits will be competitive and commensurate with experience and qualifications.
