Job Posting Organization:
The position is located within the Business Transformation and Accountability Division (BTAD) of the Department of Management Strategy, Policy and Compliance (DMSPC) of the United Nations. The BTAD is responsible for establishing and mainstreaming accountability systems that drive a results-based culture and proactive risk management. The Division plays a crucial role in enabling the Secretary-General's decision to delegate authority closer to the point of delivery, empowering managers to effectively utilize resources to implement mandates. The Division also provides real-time data and support on performance to senior managers and stakeholders, conducts oversight coordination functions, and creates opportunities for strengthening evaluation and data analytics within the Secretariat. The organization aims to modernize and innovate through change initiatives and oversees various business transformation projects.

Job Overview:
The Director of the Business Transformation and Accountability Division is tasked with directing and managing the Division's operations. This includes setting the strategic direction, establishing systems and processes to fulfill the Division's mandate, and formulating and implementing the substantive work program. The Director will determine priorities, allocate resources, and ensure timely delivery of outputs and activities. The role requires coordination of work within the Division, across the Department, and with other UN organizations. The Director is responsible for maintaining high-quality standards in outputs, overseeing programmatic and administrative tasks, and reporting to intergovernmental bodies on budget and program performance. Additionally, the Director will manage and develop staff, foster teamwork, and contribute to management strategies and policies. The position also involves providing leadership in strengthening the accountability system, measuring organizational performance, and supporting business transformation initiatives.

Duties and Responsibilities:
The Director's responsibilities include:
  • Directing and managing the Business Transformation and Accountability Division, including setting strategic direction and establishing necessary systems and processes.
  • Formulating and implementing the substantive work program, determining priorities, and allocating resources.
  • Coordinating work within the Division and with other UN organizations.
  • Ensuring high-quality outputs and compliance with mandates.
  • Overseeing programmatic and administrative tasks, including budget preparation and staff performance evaluation.
  • Reporting to intergovernmental bodies on performance and programmatic issues.
  • Managing and developing staff, fostering teamwork, and ensuring geographical and gender balance in recruitment.
  • Contributing to management strategies and policies, participating in committees, and advising senior managers.
  • Overseeing support for results-based management and risk management across the Organization. 1
  • Coordinating interactions with oversight bodies and analyzing findings. 1
  • Directing the measurement of organizational performance and supporting evaluation activities. 1
  • Leading initiatives to strengthen data analytics and business transformation.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in business, public policies, public administration, management, or related fields. A first-level degree (Bachelor's or equivalent) may be accepted with two additional years of relevant work experience. Candidates should have over fifteen years of progressively responsible experience in areas such as business transformation, accountability systems, oversight, monitoring and evaluation, data analytics, risk management, and program management. At least five years of experience providing authoritative advice to senior officials on strategic issues and supervising a team is required. Experience in preparing reports for legislative bodies of a UN organization or comparable entities on complex issues is also necessary. Experience in large international organizations and leading change management is required, while experience in managing accountability systems and utilizing business analytics is desirable.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business, public policies, public administration, management, or related fields is required. Alternatively, a first-level degree (Bachelor's or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced degree.

Experience:
Candidates must have over fifteen years of progressively responsible experience in at least three of the following areas: business transformation, accountability systems, oversight, monitoring and evaluation, data analytics, risk management, organizational performance, and program management. A minimum of five years of experience in providing authoritative advice to senior officials on strategic issues is required, along with five years of experience supervising a team. Additionally, candidates should have five years of experience in preparing reports for and addressing legislative or advisory bodies of a UN system organization or comparable entities on complex issues. Experience in large international organizations and leading change management is also necessary.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is desirable, and knowledge of another official United Nations language is considered an advantage.
