Job Overview:
The Chief of Office at ECLAC in Brasilia is responsible for leading and managing the office's operations, providing substantive support on development issues to intergovernmental bodies, and overseeing the formulation and implementation of economic analysis programs. This role requires a deep understanding of economic theories and the ability to conduct independent research. The Chief will also represent ECLAC at various international, regional, and national meetings, negotiating agreements and promoting technical cooperation. The position demands strong leadership, communication, and organizational skills, as well as the ability to work collaboratively with diverse stakeholders to achieve organizational goals.

Duties and Responsibilities:
The Chief of Office will lead the formulation and management of economic analysis programs, supervise a team of economists, and commission studies that cannot be conducted internally. Responsibilities include preparing reports and speeches, providing direct support to intergovernmental bodies, managing meetings, and representing ECLAC at various forums. The Chief will also develop relationships with senior officials of member governments, negotiate technical assistance programs, and oversee the office's budget and work program. Additionally, the Chief will ensure compliance with UN regulations, participate in recruitment processes, and maintain communication with ECLAC Headquarters and other UN agencies.

Required Qualifications:
Candidates must possess a strong background in economics or a related field, with the ability to apply economic theories in various sectors. They should demonstrate professional competence, leadership skills, and the ability to work under pressure. The role requires a commitment to gender balance and the ability to foster an inclusive work environment. Candidates should also have experience in managing performance and delegating responsibilities effectively.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in economics or a related field is required. A first-level university degree combined with two qualifying years of experience may be accepted in lieu of the advanced degree. A PhD is desirable, along with successful completion of programs in data analytics, business analytics, or econometric modeling.

Experience:
A minimum of ten years of progressively responsible experience in economic research, policy formulation, and application of economic principles in development programs is required. Experience in data analytics and previous work in South America are desirable. Candidates should have a proven track record of establishing partnerships with diverse stakeholders in social, economic, and sustainable development issues, particularly in relation to Brazil.

Languages:
Fluency in both English and Spanish is required, as these are the working languages of ECLAC. Fluency in Portuguese is desirable, and intermediate knowledge of another UN language is also beneficial.
