Job Overview:
The Liaison and Access Technical Officer plays a crucial role in supporting the Access and Field Office Coordinator by maintaining and developing NRC's relationships with local and national authorities in Bangladesh. This position is essential for ensuring that NRC's projects receive timely and effective approvals from relevant government bodies. The officer will be responsible for addressing access issues related to NRC's operations and will work closely with various stakeholders to facilitate smooth communication and coordination. The role requires a proactive approach to stakeholder engagement and a thorough understanding of the legal and regulatory framework governing INGO operations in Bangladesh.

Duties and Responsibilities:
The key responsibilities of the Liaison and Access Technical Officer include:
  • Mapping and regularly updating NRC’s stakeholder mapping, contact lists, and external communication logs.
  • Supporting the Access and Field Office Coordinator in coordinating with NRC’s country office liaison and partnership focal points, particularly in preparing and submitting relevant documents to government offices.
  • Participating in scheduled meetings with local authorities, including the Refugee Relief and Rehabilitation Commission (RRRC), Cox’s Bazar Deputy Commissioner (DC) office, and other relevant government meetings.
  • Conducting regular meetings with local authorities to enhance inter-organizational communication.
  • Developing and maintaining organized records of all communications with government authorities, including program inquiries, authorization requests, and various reports.
  • Ensuring timely submission of reports, need assessments, and other relevant documents to appropriate government offices.
  • Advising the Area Manager and Access Field Office Coordinator on legal and regulatory issues affecting INGO operations.
  • Contributing to the development and implementation of NRC’s stakeholder analysis and partnerships strategy for design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation.

Required Qualifications:
Candidates must possess a minimum of a bachelor’s degree in social science, political science, international relations, law, or other relevant fields. Additionally, applicants should have at least three years of relevant working experience in a similar role within a humanitarian or recovery context, preferably with an NGO, INGO, or UN organization. A strong understanding of the governance and administrative structures in Bangladesh, as well as experience working with government departments, is essential. Knowledge of Bangladesh legislation and policies related to INGO operations is also required, along with familiarity with the Rohingya displacement context.

Educational Background:
The educational background required for this position includes a minimum of a bachelor’s degree in social science, political science, international relations, law, or other relevant disciplines. This educational foundation is crucial for understanding the complexities of humanitarian work and the legal frameworks governing INGO operations in Bangladesh.

Experience:
The position requires at least three years of relevant experience in a similar role, particularly in a humanitarian or recovery context. Candidates should have a proven track record of working effectively with government authorities and navigating the regulatory landscape affecting INGO operations in Bangladesh.

Languages:
Fluency in both English and Bangla is mandatory, with strong written and verbal communication skills in both languages. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
This position is based in Cox’s Bazar, Bangladesh, with a contract duration of 12 months. The role may require approximately 30% travel. The position is classified as Grade 06 in NRC’s salary scale, with a monthly gross salary of 93,123.00 BDT, along with a comprehensive benefits package that includes group insurance for staff and dependents, 24/7 psychosocial assistance, festival bonuses, end-of-service benefits, and various types of leave.
