Job Overview: The Resource Mobilization and Partnerships Specialist position is situated within the Public Funding and Financing Branch of UNFPA's Division for External Relations. The incumbent will be responsible for broadening and increasing UNFPA's funding base while maintaining and strengthening partnerships with government donors, including emerging donors. This role requires providing guidance to regional and country offices to meet donor requirements and expectations. The specialist will work within a coordinated approach that is essential to UNFPA's overall strategy, focusing on communication and strategic partnerships. Duties and Responsibilities: The Resource Mobilization and Partnerships Specialist will undertake a variety of duties, including: maintaining and expanding strong relationships with donor representatives in UN missions and capitals to ensure appropriate contributions; conducting donor studies to identify funding opportunities; providing strategic guidance on engaging with government donors; developing specific fundraising strategies and soliciting funding proposals; collaborating with UNFPA Representation Offices to position programs for funding; advising on resource mobilization modalities and procedures; assisting Country Offices in developing Resource Mobilization Plans; reviewing and negotiating co-financing agreements; preparing briefing notes for senior management; ensuring internal systems reflect donor agreements; and supporting visibility and resource mobilization for UNFPA's key funding instruments. The role may also involve other tasks as assigned by the supervisor and management.
Required Qualifications: Candidates must possess an advanced university degree in Social Sciences, Political Science, Business Administration, Economics, or International Relations. Additionally, they should have a strong background in resource mobilization and public relations, with at least seven years of experience at both national and international levels. This experience should include 3-5 years in a managerial or leadership role, particularly in development assistance and donor relations. A proven track record in fundraising and managing funding instruments is essential, along with familiarity with UNFPA programs and policies, international development financing, and international politics. Excellent negotiation skills, advocacy, and public speaking abilities are also required, and field experience is considered an asset.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as Social Sciences, Political Science, Business Administration, Economics, or International Relations. This educational foundation is crucial for understanding the complexities of resource mobilization, donor relations, and the broader context of international development.
Experience: The position requires a minimum of seven years of professional experience at both national and international levels. Out of these, 3-5 years should be specifically related to resource mobilization and public relations, ideally in a managerial or leadership capacity.
