Job Overview:
The Programme/Finance Assistant will play a crucial role in supporting the implementation of program activities at the UNFPA office in Pohnpei. This position involves providing programmatic and financial support, ensuring compliance with UNFPA rules and regulations, and facilitating effective communication within the office and with external partners. The assistant will be responsible for logistical support, knowledge management, and contributing to the tracking of program progress. The role requires a proactive approach to assist the program team in maintaining relationships with implementing partners and ensuring that program implementation guidelines are followed. The assistant will also be involved in drafting documents, compiling information, and preparing materials for meetings and events, thereby contributing to the overall success of the program.

Duties and Responsibilities:
The Programme/Finance Assistant will have a diverse set of responsibilities, including: assisting the program team in providing support to implementing partners; maintaining contacts and mailing lists; assisting in program formulation and work-plan creation; collating program-related information and procurement needs; monitoring and following up on progress and financial reports; supporting HACT assurance activities; coaching implementing agencies on financial rules; managing administrative matters; arranging domestic and international travel; preparing logistical and financial arrangements for meetings; maintaining filing systems; managing online databases; preparing briefs and documentation for official missions; ensuring effective communication flows; and performing ad-hoc duties as required by the Programme Specialist.

Required Qualifications:
Candidates must have a minimum of five years of professional experience in a similar role, with some experience in research assistance and a general understanding of program support, monitoring, and evaluation. Strong writing and communication skills are essential, along with the ability to draft clear and concise correspondence. Previous experience with UN protocols is advantageous. Candidates should possess good interpersonal, planning, organizational, and multi-tasking skills, and be able to work independently in a multi-cultural environment. Proficiency in MS Office and familiarity with Atlas/PeopleSoft is an asset.

Educational Background:
Completion of secondary level education is required, while a first-level university degree (Bachelor) in Business Administration, Commerce, Accountancy, or related fields is desirable. This educational background will provide the necessary foundation for understanding the financial and programmatic aspects of the role.

Experience:
The position requires a minimum of five years of relevant professional experience. Candidates should have experience in program support, monitoring, and evaluation, as well as a solid understanding of the operational aspects of program implementation. Experience in a UN context or similar international organizations is preferred, as it provides insight into the specific protocols and procedures that govern the work environment.

Languages:
Fluency in English is mandatory, and knowledge of the local language is required. This linguistic capability is essential for effective communication with local stakeholders and partners, as well as for drafting and understanding program-related documents.
