Job Overview: The Junior Programme Officer will play a crucial role in supporting the African Union Border Programme (AUBP). This position involves assisting in the implementation of activities related to border governance and cross-border cooperation. The selected candidate will facilitate communication and coordination among the African Union Commission (AUC), Regional Economic Communities (RECs), Member States, and local stakeholders. The role also includes providing communication support for the Programme and helping to operationalize the Borderlands Civil Society Organisations Platform. The Junior Programme Officer will be expected to contribute to the development of reports, presentations, and other communication materials, ensuring that all programme documentation is well-maintained and archived. This position requires a proactive approach to engage with stakeholders and support the overall objectives of the AUBP.
Duties and Responsibilities: The Junior Programme Officer will be responsible for a variety of tasks, including but not limited to: developing programme reports, presentations, and communication materials; maintaining and archiving programme documents; supporting the implementation of policies and procedures within the Unit; conducting analyses and generating timely reports for internal use; assisting senior officers in setting research directions; organizing meetings, trainings, and missions; engaging with stakeholders to develop relationships; and providing technical support to both internal and external stakeholders. Specific responsibilities include preparing and implementing coordination mechanisms between the AUC and RECs, supporting regional action plans on border governance, operationalizing the Borderlands CSOs Platform, and contributing to the development of the bi-annual AUBP newsletter and press releases.
Required Qualifications: Candidates must possess a bachelor’s degree in Social Sciences, Business Administration, Economics, Law, or a related field. Additionally, at least three years of relevant work experience is required. A solid understanding of the institutional framework of the African Union is essential. The ideal candidate should demonstrate excellent interpersonal and teamwork skills, the ability to work independently under pressure, and produce high-quality work within tight deadlines. Proficiency in common computer applications and systems is necessary, along with strong organizational, planning, reporting, and presentation skills. Candidates should also exhibit strong programme/project management capabilities and possess excellent writing, negotiating, analytical, and communication skills.
Educational Background: A bachelor’s degree in a relevant field such as Social Sciences, Business Administration, Economics, Law, or any other related discipline is required for this position. This educational background is essential to ensure that the candidate has the foundational knowledge necessary to understand the complexities of the role and the context in which the African Union operates.
Experience: The position requires a minimum of three years of relevant work experience. This experience should ideally be in areas related to programme management, policy implementation, or stakeholder engagement within the context of international organizations or governmental bodies. Candidates should have a proven track record of successfully managing projects and working collaboratively with diverse teams and stakeholders.
Languages: Fluency in written and spoken English is mandatory for this position. Additionally, proficiency in one of the African Union's working languages, such as French, Arabic, Spanish, Kiswahili, or Portuguese, is considered an advantage. This multilingual capability will enhance communication and collaboration with various stakeholders across the African continent.
Additional Notes: The appointment will be on a contract basis for a period of one year, with the possibility of renewal based on performance and availability of funds. The salary for this position is set at P1 Step 5, which includes all allowances for AU internationally recruited staff, amounting to approximately NOK 68,772 per month.
