Job Overview:
The Social and Environmental Safeguards Specialist will play a pivotal role in the Indigenous Women and Girls – Leadership and Empowerment in Ancestral Domains (I-LEAD) Project, which aims to enhance the socio-economic development of Indigenous women and girls in Mindanao, Philippines. This position requires a deep understanding of social and environmental standards, particularly in the context of Indigenous Peoples and their rights. The specialist will be responsible for ensuring that the project adheres to UNDP's Social and Environmental Standards and Procedures (SESP), and will work closely with Indigenous communities to promote their rights and empower them economically and socially. The role involves conducting assessments, facilitating consultations, and developing strategies that align with the project's objectives of improving governance, economic empowerment, and gender equality.

Duties and Responsibilities:
The duties and responsibilities of the Social and Environmental Safeguards Specialist include:
  • Conducting social and environmental assessments to identify potential impacts of the I-LEAD Project on Indigenous communities and their environments.
  • Advising project teams on compliance with UNDP's Social and Environmental Standards and other relevant international frameworks.
  • Facilitating consultations with Indigenous Peoples to ensure their voices are heard and their rights are respected, particularly in relation to Free, Prior, and Informed Consent (FPIC).
  • Developing and implementing strategies to enhance the participation of Indigenous women and girls in governance and decision-making processes.
  • Collaborating with stakeholders, including government agencies and civil society organizations, to promote gender-equitable policies and practices.
  • Monitoring and evaluating project outcomes to ensure that they align with the goals of improving livelihoods and empowering Indigenous communities.
  • Preparing reports and documentation related to social and environmental safeguards, including Environmental and Social Management Frameworks.

Required Qualifications:
The required qualifications for the Social and Environmental Safeguards Specialist include:
  • A Master’s degree or higher in relevant fields such as social sciences, anthropology, environmental science, international development, or sustainable development.
  • A minimum of 10 years of progressive experience in social and environmental standards and impact assessment within the context of development projects.
  • Proven expertise in Social and Environmental Screening and Assessment, particularly in relation to Indigenous Peoples and ethnic minorities.
  • Familiarity with UNDP Social and Environmental Standards and Procedures (SESP) and other international safeguard frameworks.
  • Demonstrated experience in conducting consultations with Indigenous Peoples and advising on community development practices.

Educational Background:
Candidates must possess a Master’s degree or higher in relevant fields such as social sciences, anthropology, environmental science, international development, or sustainable development. This educational background is essential to ensure that the specialist has the theoretical knowledge and practical skills necessary to address the complex social and environmental issues faced by Indigenous communities.

Experience:
The position requires a minimum of 10 years of progressive experience in social and environmental standards and impact assessment, particularly within the context of development projects. Languages:
