Job Overview: The WASH Project Manager position at NRC is designed to oversee and implement a delegated portfolio of WASH (Water, Sanitation, and Hygiene) projects in the North Afar region of Ethiopia. The role requires a highly qualified and resilient individual who can manage project staff, adhere to NRC policies, and contribute to the development of strategies and project proposals. The WASH Project Manager will coordinate project implementation, ensuring compliance with donor requirements and maintaining high technical quality throughout the project lifecycle. This position also involves regular reporting to the Area Manager and WASH Specialist, as well as the development of detailed project work plans and monitoring and evaluation plans. The successful candidate will play a crucial role in scaling up WASH operational capacity and ensuring the effective implementation of cash-based interventions where appropriate.
Duties and Responsibilities: The WASH Project Manager will have a comprehensive set of responsibilities, including:
Line management of project staff, ensuring effective team performance and adherence to NRC policies.
Contributing to the development of country, area, and WASH strategies, and participating in the formulation of project proposals.
Coordinating and managing the implementation of WASH projects, including activities, budgets, and documentation, in alignment with proposals and donor requirements.
Implementing technical direction and ensuring high technical quality of projects.
Providing regular progress reports to the Area Manager and WASH Specialist.
Conducting needs assessments to identify protection risks and needs, and providing area-specific information for proposal development.
Developing and following up on detailed project work plans, spending plans, and M&E plans.
Monitoring and overseeing the technical quality of WASH projects and maintaining transparency in implementation.
Supporting the inclusion of cash-based interventions and market-based approaches in NRC's core competency responses. 1
Required Qualifications: Candidates for the WASH Project Manager position must possess a range of qualifications, including:
A strong understanding of WASH programming and project management principles.
Proven experience in managing WASH projects in humanitarian settings.
Excellent leadership and team management skills.
Strong analytical and problem-solving abilities.
Familiarity with donor requirements and reporting standards.
Ability to work effectively in a multicultural environment and under pressure.
Strong communication skills, both written and verbal, in English.
Educational Background: The educational background required for this position includes a degree in a relevant field such as Water Resources Management, Environmental Engineering, Public Health, or a related discipline. Advanced degrees or specialized training in WASH programming or project management will be considered an advantage.
Experience: The ideal candidate should have at least 3-5 years of relevant experience in WASH project management, preferably in a humanitarian context. Experience working with international NGOs and familiarity with the Ethiopian context will be highly beneficial. Candidates should demonstrate a track record of successful project implementation and management, including budget oversight and team leadership.
Languages: Fluency in English is mandatory for this position. Knowledge of local languages spoken in the North Afar region will be considered an asset, as it can enhance communication with local communities and stakeholders.
Additional Notes: This position is based in the Afar Region of Ethiopia and is offered as a fixed-term contract for 6 months, with the possibility of extension based on performance and funding availability.
