Job Overview:
The Administrative and Finance Associate position is crucial for the effective implementation of the Rule of Law and Human Rights Project in Mozambique. This role involves providing essential support to the Project Management Unit, ensuring compliance with UNDP's financial regulations and procedures. The Associate will work closely with project teams, government entities, and implementing partners to facilitate smooth project operations. Key functions include financial management, procurement support, and administrative assistance, all aimed at enhancing the project's performance and achieving its objectives. The role requires a proactive approach to problem-solving and a commitment to maintaining high standards in financial reporting and resource management.

Duties and Responsibilities:
  • Financial Management: Ensure effective financial management of the project, including auditing and financial controls, timely disbursements, and maintaining comprehensive financial records. Prepare quarterly and annual financial reports, conduct bank reconciliations, and assist in statutory audits.
  • Procurement Support: Develop and implement procurement strategies and plans, ensuring compliance with UNDP procurement policies. Manage procurement activities, evaluate offers, and assist in contract management.
  • Administrative Support: Provide administrative assistance to the project, including organizing workshops and training sessions, maintaining project documentation, and liaising with stakeholders.
  • Knowledge Sharing: Facilitate training sessions for government entities and partners on financial management.
  • Monitoring and Reporting: Prepare progress reports and financial statements, ensuring accuracy and timeliness.
  • Compliance and Risk Management: Ensure adherence to UNDP policies, identify financial risks, and assist in audits.
  • Stakeholder Liaison: Act as a point of contact for administrative and financial inquiries from internal and external stakeholders.

Required Qualifications:
Candidates must possess a minimum of secondary education, with a university degree in Business Administration, Economics, Finance, Procurement, or Accountancy being desirable. A minimum of 7 years of relevant experience in administration, accounting, or related fields is required for those with secondary education, while candidates with a bachelor's degree need at least 4 years of experience. Advanced skills in financial management, budgeting, and procurement procedures are essential, along with proficiency in standard computer applications such as MS Word and MS Excel.

Educational Background:
The position requires at least secondary education, with a preference for candidates holding a university degree in relevant fields such as Business Administration, Economics, Finance, or Procurement. Relevant professional certifications in financial management or procurement (e.g., CPA, CIMA) are considered advantageous.

Experience:
Candidates should have a minimum of 7 years of relevant working experience in administration, accounting, or related areas if they possess secondary education. For those with a bachelor's degree, a minimum of 4 years of experience is required. Experience in project or program management, particularly within the UNDP framework, is highly desirable, as is familiarity with HACT procedures and knowledge management in national institutions.

Languages:
Fluency in Portuguese and English is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.
