Job Overview:
The Results-Based Management Officer will play a crucial role in supporting the WHO Country Office in implementing results-based management (RBM) processes. This position is integral to ensuring compliance with WHO rules, regulations, and risk management frameworks. The officer will be responsible for integrating strategic planning, monitoring, and evaluation with risk assessment and compliance oversight, thereby enhancing accountability, transparency, and performance within the organization. The incumbent will provide technical guidance to mitigate operational, programmatic, and reputational risks while ensuring effective resource utilization aligned with WHO standards. This role requires a proactive approach to facilitate strategic dialogue between the country office and the regional office, ensuring that performance indicators and quality assurance measures are included in program planning and implementation. Additionally, the officer will conduct systematic risk assessments and monitor compliance with WHO regulations, identifying gaps and proposing corrective actions as necessary. The position also involves preparing analytical reports and recommendations for senior management regarding RBM performance and risk/compliance status, contributing to corporate knowledge products on RBM, risk management, and compliance.

Duties and Responsibilities:
The duties and responsibilities of the Results-Based Management Officer include:
  • Coordinating RBM processes, including work planning, budgeting, monitoring, and reporting.
  • Supporting strategic dialogue between the country office and regional office for operational planning and country cooperation strategies.
  • Ensuring the inclusion of performance indicators and quality assurance measures in program planning and implementation.
  • Facilitating capacity-building initiatives on RBM tools and processes.
  • Conducting systematic risk assessments covering operational, financial, and programmatic areas.
  • Monitoring compliance with WHO rules, regulations, and procedures; identifying gaps and proposing corrective actions.
  • Supporting the integration of risk management into design" style="border-bottom: 1px dotted #007bff !important;">program design, planning, and contingency measures.
  • Following up on internal and external audit recommendations and open findings.
  • Promoting a culture of accountability and compliance through training and knowledge-sharing. 1
  • Preparing analytical reports, briefs, and recommendations for senior management on RBM performance and risk/compliance status. 1
  • Contributing to corporate knowledge products on RBM, risk management, and compliance. 1
  • Performing any other activities assigned by the WR.

Required Qualifications:
The required qualifications for the Results-Based Management Officer position include:
  • Strong communication skills, both verbal and written, with the ability to produce results and ensure effective use of resources.
  • Competence in teamwork and respect for individual and cultural differences.
  • Functional knowledge and skills in results-based management and strategic planning, risk assessment, and compliance monitoring.

Educational Background:
The educational background required for this position includes:
  • Essential: A university degree (Bachelor’s) in public administration, management, public health, finance, economics, law, or a related field.
  • Desirable: Certification or training in results-based management, risk management, or compliance would be an advantage.

Experience:
The level of experience needed for the Results-Based Management Officer position includes:
  • Essential: A minimum of 2 years of relevant experience in program management, risk management, and compliance within public-sector or international organizations.
  • Desirable: Experience working with WHO or UN systems and familiarity with ERP tools (e.g., Workday) would be beneficial.

Languages:
The mandatory languages for this position are:
  • Essential: Portuguese at an expert level or as a mother tongue.
  • English at an expert level, with excellent oral and written communication skills.
  • Desirable: Knowledge of another WHO official language (French or Spanish) would be an advantage.
