Job Overview:
The Procurement Associate/Secretary RACP plays a crucial role in the management of the RACP Secretariat under the guidance of the Chief, Regional Advisory Committee on Procurement. This position is essential for maintaining an effective oversight and advisory system within the RACP. The incumbent will coordinate weekly committee meetings, prepare minutes, and facilitate communication among various stakeholders. The role requires a high level of organization and attention to detail, as the incumbent will be responsible for ensuring that all submissions are complete and adhere to UNDP procurement policies. The position also involves providing administrative and logistical support to the Chief RACP, maintaining statistical data, preparing reports, and organizing workshops. The successful candidate will contribute to the overall functioning and performance of the RACP Secretariat, ensuring timely and substantive reviews of submissions and enhancing the quality of procurement processes.

Duties and Responsibilities:
  • Coordinate weekly meetings for the RACP, including setting up the agenda, ensuring quorum, and preparing meeting materials.
  • Review and screen submissions for completeness and adherence to UNDP procurement policies, providing feedback and recommendations to the Chief RACP.
  • Maintain a log roster for all incoming submissions and track their progress through the procurement process.
  • Compile and analyze statistical data on procurement activities and assist in maintaining procurement oversight dashboards.
  • Organize training sessions for operations and project staff on procurement oversight and share best practices.
  • Provide translation support for communication and documentation between English and French.
  • Maintain a permanent record and filing system for all documentation and reports related to procurement activities.
  • Assist in the logistics and coordination of regional workshops and training sessions.
  • Perform other duties as assigned to ensure the efficient functioning of the Office and the Organization.

Required Qualifications:
  • Completion of Secondary Education is required.
  • A University Degree in Business, Public Administration, or a related field is desirable but not mandatory.
  • CIPS Level 2 certification is highly desirable, and candidates holding this certification at the time of application will have a distinct advantage.
  • Candidates without the desired certification must obtain it within one year of recruitment.
  • Knowledge of UNDP procurement rules and regulations or similar organizations is desirable.
  • Proven analytical and communication skills, both written and verbal, are required.
  • Strong organizational and planning skills are a plus.

Educational Background:
Candidates must have completed Secondary Education. A University Degree in a relevant field such as Business or Public Administration is preferred but not required. CIPS Level 2 certification is highly desirable, and candidates are encouraged to obtain this certification if they do not already possess it at the time of application.

Experience:
A minimum of six years of relevant procurement and/or administrative work experience is required for candidates with a High School Diploma. Candidates with a Bachelor’s degree must have at least three years of relevant experience. Experience in using office software packages, automated procurement systems, and handling ERP or web-based management systems is essential. Knowledge of UNDP’s ERP (Quantum) is an advantage, along with a proven track record of excellent analytical and communication skills.

Languages:
Fluency in both English and French is required for this position. Working knowledge of another UN language is considered an advantage, enhancing the candidate's ability to communicate effectively in a multilingual environment.

The initial appointment is for a duration of 12 months, contingent upon the successful completion of a probationary period. The position is based in Addis Ababa, Ethiopia, and candidates should be aware that acceptance of a staff position with UNDP may have implications for US Permanent Residents.
