Job Overview:
The Chief of Division position is a senior role within the Programme Planning and Operations Division, reporting directly to the Head of Department. The incumbent will lead and oversee the formulation and implementation of the substantive work programme of the division, ensuring that activities are executed in a timely manner. This role involves coordinating work across different areas within the division and with other UN organizations, preparing reports for intergovernmental bodies, and ensuring high-quality outputs that meet required standards. The Chief will also manage programmatic and administrative tasks, including budget preparation, staff recruitment, and performance evaluations, while fostering teamwork and communication among staff. The position requires participation in international, regional, or national meetings, providing substantive expertise, and leading efforts to collect and analyze data for informed decision-making.

Duties and Responsibilities:
The Chief of Division will be responsible for leading the formulation and implementation of the division's work programme, ensuring timely execution of activities. Key responsibilities include coordinating the preparation of reports for intergovernmental bodies, overseeing budget and programme performance reporting, ensuring high-quality outputs, managing programmatic and administrative tasks, recruiting staff with attention to geographical balance, guiding and developing staff, fostering teamwork, and representing the division in meetings. The Chief will also lead data collection and analysis efforts to identify trends for planning and reporting, ensuring accessibility and integration of data across the division.

Required Qualifications:
Candidates must possess a strong understanding of the substantive field of work, with the ability to produce and review reports on technical issues. They should demonstrate knowledge of UN rules and regulations, and possess analytical skills to support decision-making. The ideal candidate will show professionalism, effective communication skills, and the ability to plan and organize work efficiently. Leadership qualities are essential, including the ability to empower others, resolve conflicts, and drive change. A commitment to gender balance and diversity in staffing is also required.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, social sciences, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.

Experience:
A minimum of fifteen years of progressively responsible experience in human resources management, administration, logistics, financial management, budget, or related fields is required. Candidates must have experience in Programme Management and Results Based Management, as well as experience interacting with intergovernmental bodies at the United Nations or similar organizations. Supervisory experience in a large office or unit within the UN or similar international organization is desirable, along with experience in central risk management.

Languages:
Fluency in both English and Spanish is required for this position, as these are the working languages of ECLAC. Intermediate knowledge of French and Portuguese is desirable, which would enhance communication and collaboration within the organization and with external partners.
