Job Overview: The National Energy Specialist will be based at the UNDP office in Algeria and will serve as the focal point for the Italy-UNDP energy partnership. This role involves enhancing the UNDP country office's energy expertise and contributing to the Rome Centre's initiatives. The specialist will support the implementation of energy transition projects, ensuring timely delivery and alignment with national energy objectives. Key responsibilities include identifying opportunities for energy transition actions, providing policy advice, and facilitating stakeholder engagement. The specialist will also contribute to knowledge management and capacity building within the UNDP framework, focusing on sustainable energy solutions and climate change mitigation.
Duties and Responsibilities: The National Energy Specialist will undertake a variety of duties, including:
Strengthening the UNDP country office's energy expertise and capacity.
Supporting the implementation of projects under the Italy-UNDP energy partnership.
Identifying opportunities for national-level actions to stimulate energy transition.
Advising on ongoing programs in the energy transition sector.
Identifying bankable project opportunities in sustainable energy.
Organizing stakeholder meetings and events related to the energy partnership.
Preparing technical advisory work and policy documents.
Ensuring timely publication and dissemination of project reports.
Examining investment opportunities in neighboring countries for regional synergy. 1
Collaborating with government, civil society, and private sector partners to enhance UNDP's program reach. 1
Designing project proposals for various funding sources and linking them with national and regional projects. 1

Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in Renewable Energy, Climate Change, International Development, Finance, Energy Policy, Engineering, or related fields. Alternatively, a first-level university degree (Bachelor’s) combined with two additional years of relevant experience will be considered. A minimum of 7 years of professional experience in policy advice and program support related to sustainable development, climate change, and green growth is required for those with a Master’s degree, while 9 years is required for those with a Bachelor’s degree. Candidates should have experience in developing bankable projects and resource mobilization for clean energy investments, as well as operational and project management support for sustainable energy initiatives.
Educational Background: An advanced university degree (Master’s) in relevant fields such as Renewable Energy, Climate Change, International Development, Finance, Energy Policy, or Engineering is required. A Bachelor’s degree in these fields, combined with additional qualifying experience, will also be considered. This educational background is essential for understanding the complexities of energy policies and sustainable development.
Experience: Candidates should have a minimum of 7 years of relevant work experience if they hold a Master’s degree, or 9 years if they hold a Bachelor’s degree. This experience should include providing policy advice and program support in sustainable development, climate change, and green growth across various contexts. Previous experience in developing energy investment facilities and mobilizing resources for clean energy projects is essential. Experience with UNDP or similar international organizations is advantageous, as is familiarity with energy policies and financing mechanisms in Africa and the MENA region.
Languages: Fluency in French and Arabic is mandatory, with excellent writing, presentation, and communication skills. Knowledge of additional UN languages, particularly English, is considered an asset. Proficiency in these languages is crucial for effective communication and collaboration within the UNDP framework and with stakeholders.
Additional Notes: The position is full-time and involves collaboration with various stakeholders, including government entities, civil society, and private sector partners. The National Energy Specialist will report to the UNDP Rome Center Coordinator and will be required to undertake field missions to UNDP country offices in the MENA region.
