Job Overview:
The National Consultant will play a crucial role in supporting the project’s Monitoring and Evaluation (M&E) processes, as well as the development of communication products and reporting mechanisms. This position is designed for an individual who possesses a strong understanding of M&E frameworks and methodologies, as well as experience in creating effective communication strategies. The consultant will be expected to work closely with project stakeholders to ensure that M&E activities are aligned with project objectives and that communication products effectively convey project achievements and lessons learned. The assignment will span 52 working days, commencing on March 20, 2025, and concluding on September 26, 202
  • The consultant will be responsible for developing comprehensive reports and communication materials that highlight the project's impact and progress, ensuring that all outputs meet the quality standards set by UNDP.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant include, but are not limited to:
  • Collaborating with project teams to design and implement M&E frameworks that align with project goals.
  • Conducting regular assessments and evaluations to measure project performance and impact.
  • Developing communication products such as reports, brochures, and presentations that effectively communicate project outcomes.
  • Engaging with stakeholders to gather feedback and insights for continuous improvement of M&E processes.
  • Providing training and support to project staff on M&E practices and communication strategies.
  • Ensuring compliance with UNDP’s policies and procedures throughout the project lifecycle.
  • Preparing and submitting timely reports to the project management team and UNDP, detailing M&E findings and communication efforts.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
  • A strong background in Monitoring and Evaluation, with proven experience in developing M&E frameworks and conducting evaluations.
  • Excellent communication skills, both written and verbal, with the ability to convey complex information clearly and effectively.
  • Proficiency in using M&E tools and software, as well as experience in data analysis and reporting.
  • Familiarity with UNDP’s policies and procedures related to project management and M&E.
  • Strong interpersonal skills and the ability to work collaboratively with diverse teams and stakeholders.

Educational Background:
Candidates should have a minimum of a bachelor’s degree in a relevant field such as social sciences, development studies, or communications. A master’s degree in a related discipline is preferred and may be considered an asset. Additional certifications in M&E or project management will be advantageous.

Experience:
The position requires a minimum of 5 years of professional experience in Monitoring and Evaluation, with a focus on development projects. Experience working with international organizations, particularly within the UN system, is highly desirable. Candidates should demonstrate a track record of successfully implementing M&E frameworks and producing high-quality communication materials.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Khmer or other local languages is considered an asset and will be advantageous for engaging with local stakeholders and communities.

Additional Notes:
This position is classified as an individual contractor role, and the contract duration is for 52 working days. The consultant will be expected to work full-time during the assignment period, with flexibility in work hours as needed. The position is based in Cambodia, and candidates should be prepared to work in a multicultural environment. Compensation will be commensurate with experience and qualifications, and additional benefits may be provided as per UNDP policies.
