Job Overview: The Project Analyst will play a crucial role in supporting project activities in Uzbekistan, specifically within the regional project 'Enhancing Urban Resilience to Disaster Risk and Climate Change in Central Asia.' This project aims to enhance climate resilience in urban areas across five Central Asian countries: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. The Analyst will work under the direct supervision of the Head of Environment and Climate Action and collaborate closely with the Regional Project Manager and other key stakeholders. The position involves effective project planning, budgeting, and implementation in accordance with UNDP rules and regulations. The Analyst will be responsible for coordinating project activities, monitoring progress, managing financial resources, and ensuring compliance with UNDP's standards. This role requires a proactive approach to problem-solving and the ability to adapt to changing circumstances while maintaining a focus on achieving project objectives.
Duties and Responsibilities: The Project Analyst will be responsible for a comprehensive set of duties, including: coordinating project planning and implementation, liaising with the Project Board to ensure alignment with project goals, mobilizing personnel and resources, providing strategic guidance to the project team, monitoring project progress and financial resources, preparing and submitting financial reports, managing project risks, and ensuring compliance with social and environmental standards. The Analyst will also prepare annual work plans, progress reports, and contribute to mid-term and terminal evaluations. Additionally, the role involves providing technical guidance, leading communication and visibility efforts, building partnerships with stakeholders, and ensuring effective knowledge management and dissemination of project results. The Analyst will be expected to engage in continuous learning and adapt to new challenges, fostering collaboration among diverse teams and stakeholders.
Required Qualifications: Candidates must possess a Master's degree in energy, sustainable development, climate change, natural resource management, environmental policy or science, or international development related to environmental economics. Alternatively, a Bachelor's degree in these fields with at least two years of relevant work experience will be considered. Strong computer skills, particularly in MS Office applications, are essential. Desired qualifications include progressive experience in project management, knowledge of gender mainstreaming in project management, and experience working with a variety of stakeholders, including government agencies and civil society organizations. Experience in the UN or an NGO is also advantageous.
Educational Background: A Master's degree in a relevant field is required, or a Bachelor's degree with additional relevant experience. The educational background should focus on areas such as energy, sustainable development, climate change, natural resource management, environmental policy, or international development related to environmental economics. This educational foundation is critical for understanding the complexities of climate resilience and disaster risk management in urban settings.
Experience: For applicants with a Master's degree, no prior professional work experience is required. However, those with a Bachelor's degree must have a minimum of two years of relevant professional experience at the national or international level in fields related to energy, sustainable development, climate change, or project management. This experience should demonstrate the ability to manage projects effectively, including financial management and stakeholder engagement.
Languages: Fluency in English and Uzbek is mandatory for this position. A working knowledge of Russian is considered desirable, as it may facilitate communication with a broader range of stakeholders in the region.
