Job Overview: The Administrative Officer will play a crucial role in managing human resources, budget, finance, and general administration within the IIMP. The incumbent will be responsible for overseeing the entire span of human resource activities, including recruitment, placement, promotion, and performance appraisal, ensuring adherence to UN rules and procedures. The position requires a proactive approach to budget management, including monitoring allocations and proposing corrective measures when necessary. The Administrative Officer will also implement and monitor support services, supervise staff, and produce complex reports for management. This role demands a high level of professionalism, communication skills, and teamwork to achieve organizational goals effectively.
Duties and Responsibilities: The Administrative Officer will be responsible for the following duties:
Human Resource Management: Initiate and coordinate actions covering recruitment, placement, promotion, performance appraisal, and training. Provide expert advice on conditions of service and represent the Department at appointment bodies.
Budget and Finance: Conduct studies to improve budget reporting systems, monitor budgetary allocations, and draft reports. Establish sound policies for financial management and control.
General Administration: Implement support services, supervise staff, and produce major reports. Analyze data to identify trends and provide insights for decision-making.
Perform other related duties as required, including reviews of operational travel programs and technology requirements.
Required Qualifications: Candidates must possess a strong knowledge of administrative, budgetary, financial, and human resources policies and procedures. They should demonstrate the ability to apply UN administrative rules in various work situations and possess analytical skills for independent research and analysis. The ideal candidate will show professionalism, efficiency, and a commitment to gender perspectives in all areas of work. Strong communication and teamwork skills are essential, as the role requires collaboration with colleagues and effective information sharing.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, or a related area is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree.
Experience: A minimum of seven years of progressively responsible experience in administration, finance, accounting, or human resources management is required. Candidates should have experience in preparing budget proposals for intergovernmental bodies and leading recruitment processes within the UN or similar organizations. Experience in utilizing data analytics to enhance decision-making and operational efficiency is desirable.
Languages: Fluency in English and French is required, as these are the working languages of the UN Secretariat. Proficiency in additional languages may be considered an asset but is not mandatory.
