Job Posting Organization:
The Independent Institution on Missing Persons in the Syrian Arab Republic was established to address the critical issue of missing persons in Syria, as mandated by the General Assembly in its resolution 77/30

Job Overview:
The consultant will play a pivotal role in enhancing the outreach capacity of the Independent Institution by designing and implementing an awareness-raising campaign. This campaign aims to inform families of the missing and survivors about the institution's mandate and how they can engage with it safely. The consultant will leverage their specialized skills in communications and targeted outreach, particularly within the MENA region, to create effective messaging and materials. The consultant will also be responsible for producing a final report that summarizes the campaign's results, challenges faced, lessons learned, and recommendations for future initiatives. This position requires fluency in Arabic and a deep understanding of the humanitarian context in Syria.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Creating and maintaining audio/visual content such as short videos, reels, social media cards, and brochures in collaboration with the Independent Institution team, particularly the Public Information Officer.
  • Supporting the design, creation, translation, and implementation of an awareness-raising campaign, which includes developing a timeline, sequencing outputs, and formulating dissemination strategies.
  • Producing a comprehensive report at the conclusion of the consultancy that summarizes key achievements, challenges encountered, and recommendations for future work.
  • Engaging with impacted communities to ensure that the campaign effectively addresses their needs and concerns.
  • Collaborating with various stakeholders, including civil society organizations and international bodies, to enhance the campaign's reach and impact.

Required Qualifications:
The position requires a first degree in journalism, international relations, social sciences, or a field related to human rights. Candidates must possess at least five years of professional experience in communication, outreach, and public information, with a strong emphasis on digital communication and social media in humanitarian contexts. Additionally, a minimum of three years of experience in public information and outreach campaigns conducted in the Arabic language is essential, along with coordination experience with multiple actors, including civil society organizations and international bodies. Substantive experience related to the situation in Syria is highly desirable, as it will inform the consultant's approach to the campaign.

Educational Background:
Candidates must hold a first degree in a relevant field such as journalism, international relations, social sciences, or human rights. This educational background is crucial for understanding the complexities of communication and outreach in humanitarian settings, particularly in relation to the sensitive issues surrounding missing persons in Syria.

Experience:
The consultant should have a minimum of five years of professional experience in communication, outreach, and public information. This experience should include a strong focus on digital communication and social media, particularly in humanitarian settings or related to human rights issues. Additionally, candidates must have at least three years of experience working on public information and outreach campaigns in the Arabic language, demonstrating their ability to engage effectively with diverse stakeholders and communities.

Languages:
Fluency in both English and Arabic is required for this position. This bilingual proficiency is essential for creating effective communication materials and engaging with the target audience, which primarily consists of Arabic-speaking families of missing persons and survivors. Knowledge of additional languages may be considered an asset but is not mandatory.
