Job Overview: The Operations Analyst position is designed to enhance the operational service delivery of UNDP programs and projects, ensuring efficient support to both internal and external clients. Under the guidance of the Operations Manager (P4), the incumbent will play a crucial role in collecting, compiling, and analyzing data from various operational units, ensuring compliance with financial monitoring policies, and contributing to the transparent management of the organization's resources. The role requires collaboration with various teams, including operations, program, and project teams, to facilitate effective operational strategies and ensure that the organization's goals are met. The Operations Analyst will also be involved in the development of internal standard operating procedures and will monitor the operational environment to propose necessary adjustments and manage risks effectively. This position is integral to maintaining the operational integrity of UNDP's initiatives in Ukraine, aligning with national priorities and the overarching mission of sustainable development.
Duties and Responsibilities:
Contribute to the implementation of operational strategies by ensuring full compliance with UN/UNDP financial rules and regulations, mapping business processes, and supporting the implementation of corporate operational strategies.
Monitor the delivery of financial resources, alerting management to any discrepancies and overseeing the corporate financial dashboards.
Support the Operations Manager in preparing result-oriented work plans and coordinate the preparation of cost-recovery bills for UNDP/UN entities.
Facilitate knowledge building and sharing within the country office by coordinating training and learning events, and synthesizing lessons learned and best practices.
Supervise the Budget Management Associate and other support staff within the Operations Team, ensuring effective team performance and operational efficiency.
Engage in regular monitoring and analysis of the operating environment, proposing adjustments to operations as necessary and ensuring compliance with risk management guidelines.
Prepare presentations and reports for management meetings, providing insights into financial and operational performance trends.
Act as an alternate for creating user profiles in UNDP management systems and oversee the design of new tools for business process automation.
Required Qualifications: Candidates must possess an advanced university degree (master's degree or equivalent) in Accounting and Finance, Business, Public Administration, Economics, or a related field. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned areas, combined with two years of qualifying experience, will also be considered. Knowledge of IPSAS and/or IFRS is advantageous. Candidates should demonstrate strong analytical skills, attention to detail, and the ability to work collaboratively in a multidisciplinary team environment. Familiarity with UN/UNDP ERP systems and experience in operations/finance processes within an international organization are desirable.
Educational Background: The educational requirements for this position include an advanced university degree (master's degree or equivalent) in relevant fields such as Accounting and Finance, Business, Public Administration, or Economics. Candidates with a bachelor's degree in these areas must have at least two years of relevant professional experience to be considered. Knowledge of international financial reporting standards (IPSAS and/or IFRS) will be viewed favorably, enhancing the candidate's profile for this role.
Experience: The level of experience required for this position varies based on educational qualifications. Applicants with a master's degree are not required to have prior professional work experience, while those with a bachelor's degree must have a minimum of two years of relevant experience at the national or international level in operations, monitoring, and financial resource management. Experience with office software packages, data management systems, and familiarity with UN/UNDP ERP systems will be beneficial for candidates.
Languages: Fluency in both English and Ukrainian is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication and collaboration within the diverse operational environment of UNDP.
