Job Overview:
The Associate Programme Management Officer position is situated within the Business Management Branch (BMB) of the United Nations Development Coordination Office (UNDCO) in New York. The incumbent will report to the Programme Management Officer (Legal) and will be responsible for supporting the coordination and management of legal issues while providing general administrative support to various branches and offices within the DCO, including Regional Offices and Resident Coordinator Offices. The role requires liaising with different components of the organization to ensure a cohesive approach to managing legal issues and administrative processes. The officer will engage in research, analysis, and the preparation of written outputs, contributing to the overall effectiveness of the DCO's operations.

Duties and Responsibilities:
The Associate Programme Management Officer will carry out a variety of responsibilities, including conducting basic research on legal and operational aspects of the Resident Coordinator System, analyzing legal queries, and overseeing administrative tasks related to legal cases. The officer will assist in planning and coordinating meetings, workshops, and other interactive sessions, and will contribute to the preparation of various written outputs such as background papers and analytical notes. Additionally, the officer will provide administrative support for meetings and conferences, undertake outreach activities, and participate in the development of training workshops. The role also involves reviewing legal documents, identifying key issues, and performing other duties as required to support the DCO's mission.

Required Qualifications:
Candidates must possess a strong understanding of administrative, budgetary, financial, and human resources policies and procedures, particularly within the context of the United Nations. The ability to apply various UN administrative rules and regulations in work situations is essential. Candidates should demonstrate conceptual analytical and evaluative skills, with the ability to conduct independent research and analysis. A commitment to gender perspectives and ensuring equal participation of women and men in all areas of work is also required. Strong teamwork, planning, organizing, and communication skills are critical for success in this role.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, law, or a related field is required. Alternatively, a first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of two years of progressively responsible experience in project or programme management, administration, or a related area is required. Experience dealing with legal or administrative activities within the United Nations or its subsidiary organs is desirable. Candidates should have experience in preparing thorough written outputs, including background papers and recommendations, and should be familiar with working in cross-disciplinary teams to drive initiatives forward. Expertise in managing complex projects across different departments and timelines is also desirable.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is desirable, and knowledge of another UN official language is considered an advantage. Fluency is defined as a rating of 'Fluent' in all four areas (reading, speaking, writing, and understanding), while knowledge is rated as 'Confident' in two of the four areas.
