Job Overview:
The Migration Health Assessment Centre (MHAC) Coordinator will be responsible for overseeing the daily operations of the MHAC in Harare, Zimbabwe. This role involves ensuring that the health assessment process meets the technical requirements of resettlement countries, which includes conducting medical examinations, laboratory testing, vaccinations, and managing tuberculosis (TB) treatment. The coordinator will work closely with the Chief Migration Health Officer (CMHO) and will be expected to maintain high standards of quality control and data management. The position requires a proactive approach to managing health assessments and ensuring compliance with IOM's global standard operating procedures (SOPs). The successful candidate will also be responsible for the financial management of the MHAC, including budget preparation and procurement of medical supplies.

Duties and Responsibilities:
  • Ensure efficient daily operations of the MHAC in coordination with the CMHO.
  • Conduct migration health assessments to fulfill technical requirements of resettlement countries.
  • Oversee medical examinations, imaging, laboratory testing, vaccinations, TB management, treatment and referrals, and pre-departure procedures.
  • Ensure proper identification of refugees and migrants and maintain accurate health records.
  • Provide treatment for TB and sexually transmitted infections, and support HIV counseling activities.
  • Coordinate immunization and presumptive treatment programs in compliance with technical guidelines.
  • Contribute to quality improvement systems within the MHAC.
  • Conduct regular quality control activities and monitor performance indicators.
  • Implement IOM SOPs and develop MHAC-specific SOPs. 1
  • Manage incident reporting and data collection for health assessments. 1
  • Ensure data entry into the Migrant Management Operational System Application (MiMOSA). 1
  • Oversee financial aspects of the MHAC, including budget supervision and financial reporting. 1
  • Coordinate procurement of medical supplies and equipment. 1
  • Perform additional duties as assigned by the supervisor.

Required Qualifications:
The candidate must possess a university degree in Medicine from an accredited institution, with a valid license to practice in the country. A minimum of four years of professional work experience in a clinical setting is required. Candidates should have a good knowledge of clinical medicine, excellent bedside manner, and familiarity with patient safety and infection control protocols. Additional qualifications in pediatrics, pulmonology, emergency medicine, internal medicine, public health, or healthcare management are advantageous. Experience as a master trainer is also beneficial.

Educational Background:
Candidates must have a university degree in Medicine from an accredited academic institution. Accreditation must be verified against the UNESCO World Higher Education Database. A valid medical license to practice in Zimbabwe is mandatory for this position.

Experience:
The position requires professional continuous clinical experience, preferably in a multidisciplinary hospital setting. The last clinical posting should have occurred within the last three years. Candidates should demonstrate a strong background in clinical medicine and possess proven expertise in relevant medical fields. Experience in public health or healthcare administration is also advantageous.

Languages:
Fluency in English is mandatory, both oral and written. Knowledge of IOM's official languages, which include French and Spanish, is considered an asset. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to funding confirmation, and the selection process may be used to fill similar roles in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. National Professional Officers must be nationals of the country of employment and are expected to perform at a professional level. Appointment is contingent upon medical fitness certification, residency verification, and necessary government authorizations. IOM maintains a zero-tolerance policy regarding misconduct and does not charge fees at any stage of the recruitment process.
