Job Overview:
The Programme Officer (Liaison) will play a crucial role in developing, implementing, and evaluating programs and projects related to digital cooperation. The officer will monitor and analyze program development, identify issues, and initiate corrective actions. This position requires collaboration with various stakeholders, including Member States and the technology industry, to facilitate workshops and develop action plans. The officer will also be responsible for researching and analyzing information from diverse sources, coordinating policy development, and generating survey initiatives. The role involves organizing written outputs, providing substantive backstopping for meetings, and enhancing engagement with Geneva-based stakeholders. The officer will also lead field missions and coordinate budget-related activities, ensuring effective participation in the Global Digital Compact implementation.

Duties and Responsibilities:
The Programme Officer (Liaison) will be responsible for a wide range of duties, including: developing and evaluating assigned programs/projects; monitoring and analyzing program/project development; performing consulting assignments; researching and analyzing information; coordinating policy development; generating survey initiatives; organizing written outputs; providing backstopping for meetings; initiating outreach activities; conducting training workshops; leading field missions; coordinating budget activities; collecting and analyzing data; enhancing engagement with stakeholders; and advocating for digital cooperation. The officer will also be expected to perform other duties as required, demonstrating professionalism, communication skills, teamwork, planning, and technological awareness.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in international relations, law, diplomacy, technology, or a related field. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should have a minimum of seven years of progressively responsible experience in project or program management, liaison, administration, or digital cooperation, with at least five years at the international level. Experience working on digital issues and in international organizations is also required, along with familiarity with multilateral processes in emerging technologies.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in relevant fields such as international relations, law, diplomacy, or technology is required for this position. A first-level university degree may be accepted if accompanied by qualifying experience. This educational background is essential for understanding the complexities of digital cooperation and the international landscape in which the United Nations operates.

Experience:
Candidates should have a minimum of seven years of progressively responsible experience in areas such as project or program management, liaison, administration, or digital cooperation. At least five years of this experience must be at the international level, with a minimum of two years specifically focused on digital issues. Additionally, one year of experience working in international organizations is required, and experience with Geneva-based institutions is desirable. Candidates should provide examples of how they meet these experience criteria.

Languages:
Fluency in English (both oral and written) is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of another UN official language is considered desirable, which would enhance communication and collaboration in a multilingual environment.
