The New York Portfolios Office (NYPO) specifically supports the United Nations Secretariat and other New York-based UN organizations, focusing on project management, infrastructure management, and procurement management. The Sustainable Development Cluster (SDC) within UNOPS combines several portfolios to provide services to partners' programs with a global perspective, particularly those headquartered in New York. Job Overview:
The Gender Equality Expert position is designed to provide strategic and technical guidance to ensure that gender considerations are integrated into all phases of support packages for technical assistance to Member States. This role involves conducting context-specific gender analyses, providing expert advice on developing national capacities for gender analysis, and conducting capacity-building activities related to gender and counter-terrorism (CT) and prevention and countering violent extremism (P/CVE). The expert will also be responsible for advising governmental officials on increasing gender-responsive approaches in their CT and P/CVE activities, improving monitoring and evaluation of support packages, and reviewing legal frameworks and policy documentation for gender responsiveness. The position requires the preparation of high-quality written outputs, including analyses, presentations, training materials, and summary reports, ensuring that all activities align with the UNOCT Gender Mainstreaming Policy and Action Plan.

Duties and Responsibilities:
The Gender Equality Expert will perform a variety of duties, including: 1) Providing strategic and technical guidance to mainstream gender considerations in support packages for Member States; 2) Conducting context-specific gender analyses and offering recommendations to mitigate gendered harms; 3) Advising on the development of national capacities for gender analysis; 4) Conducting capacity-building activities in gender and counter-terrorism; 5) Offering high-level advisory services to government officials to enhance gender-responsive approaches; 6) Improving monitoring and evaluation of support packages with gender-sensitive data collection methods; 7) Advising on the inclusion of gender considerations in Facility activities; 8) Reviewing legal frameworks and policy documentation for gender responsiveness; 9) Preparing high-quality written outputs related to assignments.

Required Qualifications:
Candidates must possess an Advanced University Degree (Master’s Degree or equivalent) in gender studies, International Law, International Relations, Public Administration, or a relevant field with ten years of relevant experience, or a First Level University Degree (Bachelor’s Degree or equivalent) with twelve years of relevant experience. Relevant experience is defined as progressively responsible experience in gender issues related to counter-terrorism and prevention of violent extremism. Experience in programmatic initiatives related to violent extremism, peacebuilding, and gender equality is required. Desirable experience includes developing capacity-building workshops and working with multilateral organizations.

Educational Background:
The educational background required for this position includes an Advanced University Degree (Master’s Degree or equivalent) in fields such as gender studies, International Law, International Relations, Public Administration, or another relevant area. Alternatively, a First Level University Degree (Bachelor’s Degree or equivalent) is acceptable if accompanied by additional years of relevant experience.

Experience:
The position requires a minimum of ten years of relevant experience for candidates with a Master's Degree or twelve years for those with a Bachelor's Degree. Candidates should have progressively responsible experience in gender-related issues, particularly in counter-terrorism and prevention of violent extremism. Experience in programmatic initiatives related to peacebuilding, human rights, and gender equality is essential, while experience with multilateral organizations and diverse country contexts is desirable.

Languages:
Fluency in English, both oral and written, is mandatory. Additionally, fluency in either French, Arabic, or Russian is considered an asset, enhancing the candidate's ability to engage with a broader range of stakeholders and contexts.

Additional Notes:
The contract type for this position is an International Individual Contractor Agreement (IICA) under a retainer modality, with a contract level of IICA-
  • The contract duration is set until 31 December 2025, subject to funds availability and satisfactory performance. The duty station is home-based, with potential field deployments. The retainer contract will specify a unit price per day worked, and payment will be made only after the completion of work.
