Job Overview:
The Deputy Director-Talent Management position at UNICEF is pivotal in leading the transformation of the organization's People and Culture function. This role involves co-leading the human resources function and overseeing key areas such as Talent Engagement and Partnerships, Talent Development, and Performance Management. The Deputy Director will work closely with the Director of People and Culture and other senior leaders to implement innovative talent management strategies and foster a culture of continuous improvement. The position requires a strategic mindset to drive organizational change, enhance employee engagement, and develop effective partnerships both internally and externally. The Deputy Director will also be responsible for creating measurement systems to track the effectiveness of HR initiatives and ensuring that the organization adapts to emerging trends in talent management.

Duties and Responsibilities:
  • Co-lead the human resources function and transformation initiatives as part of the divisional leadership team.
  • Provide intellectual leadership in designing and managing organizational transformation priorities.
  • Steer the implementation of transformation initiatives in alignment with the organization's strategic direction.
  • Engage with stakeholders to create buy-in and co-develop plans that meet organizational goals.
  • Analyze data to identify risks and propose mitigation strategies.
  • Foster capacity building within the global People and Culture community.
  • Oversee the management of Talent Engagement and Partnerships, Talent Development, and Performance Management functions.
  • Inspire and lead teams to promote innovative talent management practices.
  • Develop and maintain partnerships to achieve organizational transformation goals.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree) in Human Resources Management, Organizational Development, Business Administration, or a related field. Alternatively, a combination of an undergraduate degree with additional professional experience in human resources management may be considered. A minimum of 13 years of progressive professional work experience in human resources management is required, with a focus on talent management and organizational development. At least five years of this experience should be within the United Nations or other international organizations. Proficiency in English is mandatory, and knowledge of another official UN language is an asset. Membership in a recognized professional human resources association is also a strong asset.

Educational Background:
An advanced university degree (master’s degree) in Human Resources Management, Organizational Development, Business Administration, or a related area is required. Candidates with an undergraduate degree may be considered if they have additional professional experience in human resources management.

Experience:
The position requires a minimum of 13 years of progressive professional work experience in human resources management, particularly in areas such as talent management, organizational design, and development. Candidates should have at least five years of experience working in the United Nations or other international organizations, demonstrating a solid understanding of people and culture management principles and practices.

Languages:
Oral and written proficiency in English is required for this position. Knowledge of another official UN language is considered an asset, enhancing the candidate's profile for this role.
