Job Overview:
The consultancy aims to create a comprehensive knowledge package that will equip UNFPA Representatives and Heads of Office with a thorough understanding of EU accession processes and IPA funding mechanisms. This knowledge is crucial for UNFPA to effectively engage with and support countries on their EU accession journeys. The consultant will be responsible for developing a white paper that analyzes the EU accession process, eligibility criteria, key actors, and potential entry points for UNFPA engagement. Additionally, the consultant will facilitate webinars to enhance UNFPA staff's understanding of EU accession and provide a template workplan for Country Offices to integrate EU accession priorities into their programs. The consultant's work will be guided by the Resource Mobilization Advisor and will involve collaboration with various stakeholders.

Duties and Responsibilities:
The consultant will lead the development of a comprehensive knowledge package on EU accession, which includes:
  • Creating a white paper that analyzes the EU accession process, eligibility criteria, key actors, and potential entry points for UNFPA engagement.
  • Incorporating relevant case studies that illustrate successful UNFPA interventions aligned with EU accession priorities.
  • Facilitating 1-3 webinars to support UNFPA staff in understanding EU accession and the content of the white paper.
  • Developing a template workplan for UNFPA Country Offices to guide them in identifying and integrating EU accession priorities into their country programs.
  • Consolidating a regional workplan based on Country Offices' workplans to strengthen collaborative relationships with EU departments and executive agencies, as well as the Council of Europe.

Required Qualifications:
Candidates must possess an advanced university degree in international relations, politics, or a related field. They should have at least 3 years of professional experience within EU institutions, preferably in EU enlargement and/or DG NEAR. Experience in facilitating online trainings or webinars is essential, and prior knowledge of the Eastern Europe and Central Asia region is considered an asset. Familiarity with UNFPA's mandate areas is also desirable. Candidates should demonstrate excellent writing, editing, and oral communication skills in English, as well as a commitment to UNFPA's values and mission.

Educational Background:
An advanced university degree in international relations, politics, or a related field is required for this position. This educational background is essential to ensure that the consultant has a solid understanding of the complexities involved in EU accession processes and the political landscape surrounding it.

Experience:
The position requires a minimum of 3 years of professional work experience within EU institutions, with a focus on EU enlargement and/or DG NEAR. Candidates should have experience in facilitating online trainings or webinars, which is crucial for the role. Additionally, prior work experience or knowledge of the Eastern Europe and Central Asia region is an asset, as it will enhance the consultant's ability to engage effectively with the relevant stakeholders.

Languages:
Excellent writing, editing, and oral communication skills in English are mandatory for this position. Proficiency in additional languages may be considered an advantage, particularly if they are relevant to the regions involved in the EU accession process.

Additional Notes:
The consultancy is expected to take place between February 2025 and April 2025, with a total of up to 15 working days. The consultant will work on an 'as needed' basis, and all services will be delivered remotely, with communication primarily with UNFPA EECARO. There is no travel expected for this position.
