Job Overview: The Programme Management Officer position at the OHCHR Regional Office in Addis Ababa focuses on the implementation, monitoring, and evaluation of various programs and projects related to human rights. The incumbent will be responsible for ensuring that these initiatives align with the organization's priorities and outcomes. This role involves substantial analytical work, including the development of monitoring and evaluation frameworks, conducting research, and preparing written outputs such as background papers and analyses. The officer will also provide support for consultative meetings and field missions, ensuring effective coordination of activities related to budget and funding. The position requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders, including government officials and external consultants.
Duties and Responsibilities: The Programme Management Officer will undertake a variety of responsibilities, including:
Participating in the development, implementation, and evaluation of programs/projects, ensuring alignment with organizational priorities.
Monitoring and analyzing program/project development and implementation, identifying issues, and proposing corrective actions.
Providing substantive support for the monitoring and evaluation of office programs and projects, including the development of M&E frameworks.
Conducting research and analysis, preparing various written outputs related to programs and projects.
Supporting consultative meetings and conferences, including agenda preparation and participant identification.
Leading or participating in field missions, providing operational support and drafting mission summaries.
Coordinating budget-related activities, preparing reports, and ensuring compliance with financial regulations.
Performing other duties as required to support the office's objectives.
Required Qualifications: Candidates must possess a strong understanding of project planning and program management, with a minimum of five years of progressively responsible experience in these areas. Experience in human rights and social work is desirable. The role requires a high level of professionalism, analytical skills, and the ability to work collaboratively in a team environment. Candidates should demonstrate a commitment to gender equality and the ability to incorporate gender perspectives into their work. Strong organizational skills and the ability to manage conflicting priorities are essential.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, project/programme management, economics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. This educational background ensures that candidates have the necessary theoretical knowledge and practical skills to effectively manage programs and projects within the context of human rights.
Experience: The position requires a minimum of five years of progressively responsible experience in project planning and program management, administration, or a related area. Candidates with experience specifically related to human rights and social work will be viewed favorably. This level of experience is crucial for understanding the complexities of program implementation and evaluation in a human rights context.
Languages: Fluency in English, both oral and written, is required for this position. Knowledge of another UN official language, such as French, is considered an advantage. Proficiency in multiple languages enhances communication and collaboration within the diverse environment of the United Nations.
