Job Overview:
The Project Officer position is part of UNRWA's initiative to implement a two-year project focused on the Supporting Temporary Employment and Infrastructure Rehabilitation Programme (STEP). This project aims to create approximately 6,000 short-term cash-for-work opportunities and to maintain and rehabilitate UNRWA installations, including schools and health clinics throughout the West Bank. The incumbent will work closely with the Project Manager and Assistant Project Officer to ensure the effective execution of program activities. The role involves facilitating community sensitization meetings, conducting field assessments, and ensuring beneficiary attendance and satisfaction. The Project Officer will also be responsible for preparing necessary documentation for beneficiary payments and providing updates to the project management team. This position requires a proactive approach to community engagement and a commitment to the principles of integrity, professionalism, and respect for diversity.

Duties and Responsibilities:
The Project Officer will have a range of responsibilities, including:
  • Facilitating community sensitization meetings and training sessions related to the Temporary Employment Program activities.
  • Collaborating with community members and stakeholders to identify and select appropriate refugees for participation in TEP activities.
  • Conducting daily field monitoring visits to ensure that beneficiary attendance records are accurately maintained and addressing any feedback from beneficiaries in a timely manner.
  • Implementing program activities in the field in close collaboration with the Assistant Project Officer and Project Manager.
  • Conducting field-level assessments and data collection, including beneficiaries' satisfaction surveys and post-distribution monitoring.
  • Preparing and providing feedback on necessary documents to facilitate beneficiary payments and informing beneficiaries about any potential payment delays.
  • Providing regular updates on activities to the STEP project management team.
  • Performing any other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a university degree from an accredited institution in Business Administration, Project Management, International Relations, or other relevant disciplines. Additionally, candidates should demonstrate a strong understanding of program monitoring, data collection, and community engagement practices. The role requires excellent communication skills and the ability to work effectively with diverse groups of people.

Educational Background:
A university degree from an accredited educational institution in a relevant field such as Business Administration, Project Management, or International Relations is required for this position. Additional Notes:
The position is offered as a Limited Duration Contract (LDC) for a duration of 1 year, with the possibility of extension based on funding availability, satisfactory performance, and ongoing need for the position. The monthly basic salary for this role is JOD 1,025.30, and additional benefits include compulsory medical insurance, 30 days of annual leave (pro-rated for contracts shorter than one year), and family allowances where applicable. Employees are entitled to 2 days of sick leave for each completed month of service, maternity leave (subject to eligibility), and 2 weeks of paternity leave (also subject to eligibility). Candidates must reside in the West Bank or Jerusalem and have the necessary authorization to work in the duty station at the time of application. The agency will not facilitate work permits, and candidates without valid work permits may have their appointments rescinded. Preference will be given to registered Palestine refugees and candidates who contribute to gender parity within the agency.
