Job Overview: The WASHProgram Manager is responsible for leading the design, implementation, and quality assurance of SI's WASH response in the West Bank. This role involves providing strategic and technical oversight for emergency interventions, supporting program expansion, supervising and building the capacity of a new national team, contributing to proposal development, and engaging with donors. The manager must ensure that activities are relevant to the needs of the population, feasible within the operational context, and compliant with SI standards. The position faces challenges such as establishing a new WASH response in a recently opened mission area, recruiting and training a national team, and maintaining operational capacity in a politically volatile environment. The first few months will focus on ensuring a safe start-up of operations, recruiting and mentoring the national team, and deepening the understanding of local needs and response options.
Duties and Responsibilities:
Lead the design and implementation of WASH programs in the West Bank, ensuring adherence to SI standards and quality.
Oversee the recruitment, training, and mentoring of the national WASH team, fostering a culture of ownership and accountability.
Develop and maintain strong partnerships with local organizations and stakeholders.
Conduct regular assessments to identify needs and adapt programs accordingly.
Ensure effective monitoring and evaluation of WASH activities, reporting on progress and challenges.
Manage the budget for WASH programs, ensuring financial accountability and compliance with donor requirements.
Coordinate with support teams to ensure logistical and operational needs are met.
Represent SI in meetings with partners, donors, and other stakeholders, advocating for the needs of the communities served.
Ensure compliance with security protocols and adapt programming to changing access conditions.
Educational Background: Candidates must possess a Bachelor's or Master's degree in relevant fields such as humanitarian project management, logistics, supply chain, or management. This educational background is essential for understanding the complexities of managing humanitarian projects and ensuring effective program delivery.
Experience: The position requires 3-4 years of experience in the humanitarian sector, with a focus on WASH programs. Candidates should have a proven track record in similar roles, demonstrating their ability to manage teams and projects effectively in challenging environments.
Languages: Fluency in English is mandatory. Proficiency in Arabic is considered a strong asset, while knowledge of French is also advantageous. These language skills are crucial for effective communication with local partners and stakeholders.
Additional Notes: This is a salaried position with a starting salary of EUR 2310 gross per month, which includes a base salary of EUR 2100 and a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of USD 750 is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. The contract duration is for 5 months, with breaks implemented at the rate of 7 working days every three months, along with a USD 850 break allowance. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions in Ramallah are generally good, with access to cafes, restaurants, and supermarkets, although travel to other areas of the West Bank may be restricted due to the political context.
