Job Overview: The HAS Technical Assistant plays a crucial role in supporting the delivery of humanitarian access, safety, and security" style="border-bottom: 1px dotted #007bff !important;">security functions across East Jerusalem and the West Bank Area Office. This position requires close collaboration with the HAS Technical Officer and Coordinator to implement NRC’s HAS policies, procedures, and plans effectively. The role involves regular field presence to ensure safe and principled operations, which includes tracking staff movements, supporting training initiatives, and upholding NRC’s duty of care. The HAS Technical Assistant is responsible for contributing to the implementation of the NRC Palestine and Global HAS Management System at the West Bank area level, preparing reports, and supporting the execution of area-focused elements of the HAS Operational Plan. The position also emphasizes the importance of enabling a safe and principled humanitarian response, contributing to the development of area-level HAS documents, and maintaining compliance with Minimum Operational Security Standards (MOSS) and Minimum Operational Infrastructure Security Standards (MOISS).
Duties and Responsibilities: The duties and responsibilities of the HAS Technical Assistant include:
Supporting the implementation of the NRC Palestine and Global HAS Management System at the West Bank area level.
Preparing reports as required and assisting the HAS team in executing area-focused elements of the HAS Operational Plan.
Contributing to a culture of safe and principled humanitarian response and supporting the implementation of Safe and Inclusive Programming Minimum Standards.
Developing area-level HAS documents, including contingency plans, access strategies, and Standard Operating Procedures (SOPs).
Providing inputs into Security Risk Assessments (SRAs) and access assessments, including Rapid SRAs for new operational locations.
Maintaining compliance with MOSS and MOISS in the West Bank Area Office.
Liaising with UN agencies, NGOs, local authorities, and other external actors to share and obtain security information.
Preparing and facilitating HAS induction sessions for new area staff, including briefings and debriefings.
Filing all information related to HAS documents in the West Bank AO HAS filing system. 1
Conducting site assessments for new rental premises and supporting procurement processes for security measures. 1
Monitoring vehicle and staff movements and ensuring necessary safety and security equipment is available. 1
Accompanying colleagues and visitors to the field to support HAS procedures. 1
Raising Procurement Requests for HAS equipment and monitoring local news to prepare regular bulletins on developments. 1
Keeping the area personnel communication tree updated and tracking training for alternative communication system devices. 1
Updating the West Bank Area Office Training Database Security/Access Training Tracker Sheet based on conducted training and briefings.
Required Qualifications: The required qualifications for the HAS Technical Assistant position include:
Relevant experience in humanitarian or development operations is an added value.
High attention to detail and ability to complete assigned paperwork neatly.
Strong communication and listening skills.
Very good knowledge of English and Arabic, both written and spoken.
Knowledge of Hebrew is considered an asset.
Ability to multitask, take initiatives, be creative, and demonstrate a willingness to learn.
Educational Background: The educational background needed for the HAS Technical Assistant position typically includes a degree in a relevant field such as humanitarian studies, international relations, or a related discipline. Candidates with additional certifications or training in security management or humanitarian access will be viewed favorably.
Experience: The position requires a minimum of 1 year of non-profit or NGO work experience within international humanitarian assistance programs. Candidates should have a good understanding of the Palestinian territories, including the ability to read and interpret maps and operate Google My Maps. Familiarity with tools such as Google Earth and QGIS is considered an asset. The ability to travel throughout the West Bank and East Jerusalem is also an added value.
Languages: The mandatory languages for this position are English and Arabic, with proficiency in both writing and speaking. Knowledge of Hebrew is considered a good to have language skill that can enhance the candidate's profile.
Additional Notes: This position is a fixed-term contract for 6 months, renewable based on funding and performance. It is classified as Grade (04) Step (01) and reports to the Humanitarian Access and Safety (HAS) Coordinator.
