Job Overview:
The consultant will play a crucial role in supporting the Expanded Program on Immunization (EPI) in Yemen by conducting a comprehensive gender analysis related to immunization programs. This analysis aims to identify and address gender barriers that affect immunization coverage and public health outcomes. The consultant will be responsible for generating evidence-based recommendations and actionable strategies to enhance gender equality in immunization efforts. The work will involve researching community-based health interventions, particularly those that engage female health workers and midwives, to improve access to immunization services for women and children. The consultant will also focus on understanding the unique challenges faced by these groups in the context of Yemen's socio-political environment and ongoing humanitarian crisis.

Duties and Responsibilities:
The consultant's primary duties will include conducting a thorough gender analysis in immunization, focusing on community-based assessments and service delivery. Specific responsibilities will involve:
  • Researching and analyzing gender dynamics and barriers to immunization in Yemen.
  • Developing strategic recommendations to improve immunization coverage through gender-responsive initiatives.
  • Engaging with community health workers, particularly female health workers, to understand their roles and challenges in delivering immunization services.
  • Collaborating with local authorities and NGOs to implement gender-focused interventions in immunization programs.
  • Producing a detailed report outlining findings, recommendations, and actionable steps to enhance gender equality in immunization efforts.
  • Presenting findings to stakeholders and contributing to the development of training materials for community health workers.

Required Qualifications:
Candidates must possess strong technical knowledge and relevant experience in public health and immunization, with a minimum of 8 years in the field. They should have a deep understanding of immunization programs, vaccine-preventable diseases, and public health principles. Additionally, knowledge of gender dynamics and how gender norms impact health outcomes is essential. Familiarity with Yemen's socio-political context and the specific challenges faced by women and children in conflict zones is also required. Experience working in humanitarian settings and understanding community-based health interventions are critical qualifications for this role.

Educational Background:
An advanced university degree in fields related to gender, immunization, public health, planning, economy, or finance is required. Candidates should have a strong academic background that supports their understanding of the complexities involved in gender analysis and public health interventions.

Experience:
The position requires at least 8 years of relevant experience in public health and immunization, with a focus on gender analysis and community health. Candidates should have a proven track record of working in similar roles, particularly in conflict-affected areas or humanitarian settings. Experience in conducting research and producing analytical reports is also essential.

Languages:
Fluency in English is mandatory for this position, as all reports and communications will be conducted in English. Proficiency in Arabic is considered an asset, as it will facilitate engagement with local communities and stakeholders.

Additional Notes:
This consultancy is primarily home-based, but the consultant may be required to travel to Aden for specific tasks related to the assignment. The selected candidate will not be considered a staff member of UNICEF and will not receive benefits typically provided to staff, such as medical insurance or leave entitlements. Candidates must submit an all-inclusive fee proposal as part of their application, detailing fees for deliverables, living allowances, accommodation, and travel costs. Additionally, a technical proposal outlining the methodology, work plan, and relevant experience is required. Selected candidates will undergo rigorous background checks and must confirm their vaccination status against COVID-19 prior to commencing the assignment.
