Job Overview:
The Health Manager (MNCAH/HIV and HSS) plays a crucial role in supporting the Chief of Health by managing the MNCAH/HIV and HSS units. This position involves leading knowledge management and innovation, as well as developing and preparing programs/projects focused on maternal, newborn, child, and adolescent health. The Manager is responsible for providing authoritative technical guidance and management support throughout the programming processes, ensuring the achievement of sustainable results in alignment with UNICEF's Strategic Plans and accountability framework. The role requires a proactive approach to program development, planning, and monitoring, with a strong emphasis on advocacy, networking, and partnership building.

Duties and Responsibilities:
The key functions of the Health Manager include:
  • Managerial Leadership: Overseeing program development and planning to ensure effective implementation.
  • Program Management: Ensuring the management, monitoring, and delivery of results for MNCAH/HIV and HSS programs/projects.
  • Advisory Services: Providing technical support and guidance to enhance program effectiveness.
  • Advocacy and Networking: Building partnerships and advocating for children's health rights.
  • Innovation and Knowledge Management: Promoting innovative practices and managing knowledge within the health sector.
  • Capacity Building: Enhancing the skills and capabilities of staff and partners involved in health programs.

Required Qualifications:
Candidates must possess an advanced university degree in public health, pediatric health, family health, health research, global/international health, biostatistics, health education, epidemiology, or a related technical field. Additionally, candidates should have at least eight years of professional experience in public health, maternal, neonatal, child and adolescent health care, HIV, or health emergency/humanitarian preparedness. Fluency in both French and English is mandatory, while knowledge of another official UN language or a local language is desirable.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as public health, pediatric health, family health, health research, global/international health, biostatistics, health education, epidemiology, or other technical areas related to health.

Experience:
The position requires a minimum of eight years of professional experience in areas such as public health, maternal, neonatal, child and adolescent health care, HIV, or health emergency/humanitarian preparedness. This experience should demonstrate a strong understanding of health program management and the ability to deliver results in complex environments.

Languages:
Fluency in French and English is mandatory for this position. Additionally, knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) or a local language is considered an asset, enhancing the candidate's ability to communicate effectively in diverse settings.
