Job Overview: The Construction Project Manager will play a crucial role in the planning, execution, and monitoring of construction activities within UNICEF's programs in Chad. This position requires the development of an annual work plan for construction activities, which includes determining priorities, targets, and performance measurements. The manager will be responsible for monitoring work progress to ensure that results are achieved according to schedule and performance standards. Collaboration with UNICEF's Programmes and Operations sections, as well as local government counterparts, is essential to provide technical support in construction project management. The role also involves preparing design and technical documents, ensuring compliance with UNICEF norms and standards, and supporting the procurement process for construction works. The Construction Project Manager will conduct regular site visits to monitor construction projects and ensure adherence to quality and safety standards, ultimately contributing to the successful implementation of UNICEF's initiatives in the region.
Duties and Responsibilities: The Construction Project Manager will be responsible for the following duties:
Preparation of the construction annual work plan, including determining priorities and performance measurements.
Monitoring work progress to ensure results are achieved according to schedule and standards.
Collaborating with UNICEF Programmes/Operations and local government counterparts to provide technical support in construction project management.
Preparing design and technical documents, ensuring compliance with UNICEF norms and standards.
Supporting the procurement process by identifying potential local construction companies, preparing tender documents, and evaluating technical proposals.
Conducting kick-off meetings with construction companies and relevant stakeholders.
Monitoring construction activities through regular site visits and technical meetings.
Ensuring compliance with health and safety standards and quality assurance throughout the project duration.
Participating in the reception of works and preparing relevant certificates upon completion.
Required Qualifications: Candidates must possess an advanced university degree in civil engineering, construction engineering, or architecture. Alternatively, a first-level university degree (Bachelor's) in a relevant technical field, combined with two additional years of relevant work experience, may be accepted in lieu of an advanced degree. Candidates should also demonstrate a strong understanding of development and humanitarian work, with emergency experience considered an advantage.
Educational Background: An advanced university degree in civil engineering, construction engineering, or architecture is required for this position. A first-level university degree (Bachelor's) in a relevant technical field, along with two years of relevant work experience, may be accepted as an equivalent qualification.
Experience: A minimum of five years of relevant experience is required, which can be gained at the national and/or international levels. This experience should include project management, site supervision, quality assurance, and other directly related technical fields. Candidates should have a solid understanding of development and humanitarian work, with emergency experience being an added advantage.
Languages: Fluency in French, both verbal and written, is mandatory for this position. Additionally, good written and spoken skills in English are required. Knowledge of another official UN language, such as Arabic, or a local language is considered an asset.
Additional Notes: This position is classified as a Non-Family Duty Station (D) in ABECHE, with Rest & Recuperation every eight weeks.
