Job Overview: The National Professional Officer (Safety and Security) position is critical for ensuring the safety and security of FAO personnel and operations in Libreville, Gabon. This role involves providing operational support and advice to the FAO Representative regarding safety and security matters. The officer will work closely with the Security Services (CSLS) and the Field Security Unit at FAO headquarters to implement security measures and ensure compliance with the United Nations Security Management System (UNSMS) guidelines. The position requires a proactive approach to monitoring the security situation in the country, conducting risk assessments, and facilitating the implementation of security protocols to protect FAO's assets and personnel.
Duties and Responsibilities: The National Professional Officer will be responsible for a variety of key functions, including advising the FAO Representative on safety and security, monitoring and implementing technical security measures, coordinating security risk assessments, and providing independent analysis of security threats. The officer will also prepare contingency plans, conduct training on safety procedures, deliver regular security briefings, report security incidents, and assist in security assessments of FAO premises. Additionally, the officer will manage security equipment and personnel, support the planning of safety drills, and ensure FAO's participation in United Nations Security Management Team meetings.
Required Qualifications: Candidates must be nationals of Gabon and possess an advanced university degree in risk or emergency management, social/political science, military science, public administration, law enforcement, law, or a related area, along with one year of relevant professional experience in risk management and/or safety and security service in a national security and/or military setting. Alternatively, candidates with a first-level degree in the same fields and two years of relevant experience will also be considered. Proficiency in French is required, and a working knowledge of English is desirable.
Educational Background: The educational background required for this position includes an advanced university degree in fields related to risk management, social or political science, military science, public administration, law enforcement, or law. Candidates with a first-level degree in these areas may also apply if they meet the experience requirements. This educational foundation is essential for understanding the complexities of safety and security in a national context.
Experience: Candidates should have at least one year of relevant professional experience in risk management and/or safety and security service within a national security and/or military setting. Those with a first-level degree must have two years of relevant experience. Experience in multiple locations or areas of work, particularly in field positions, is considered desirable. Familiarity with UNSMS or standard operational rules and procedures is a strong asset.
Languages: The mandatory language for this position is French, with a proficient level (C). A limited knowledge of English (intermediate level B) is also required, which will aid in communication within the international context of the FAO and its operations.
