Job Overview:
The primary objective of this position is to conduct the Country Analysis for Gabon in 2026 and facilitate strategic consultations for the preparation of the new Cooperation Framework for Sustainable Development covering the period from 2028 to 203

• This role is crucial in understanding the development challenges, vulnerabilities, and opportunities that influence Gabon's trajectory towards achieving the Sustainable Development Goals (SDGs). The consultant will analyze how various factors, including political, economic, social, and environmental changes, impact national development priorities. The position requires a comprehensive approach to gather insights from diverse stakeholders, ensuring that the analysis reflects the realities on the ground and informs future UN strategies in Gabon.

Duties and Responsibilities:

• Conduct a thorough Country Analysis for Gabon, focusing on the challenges, vulnerabilities, and opportunities that affect development and the achievement of the SDGs.
• Examine the root causes of identified challenges, integrating human rights principles and gender equality considerations.
• Assess the differentiated impact of development challenges on vulnerable populations, including women, youth, children, and marginalized groups.
• Develop short- and medium-term prospective scenarios based on the analysis.
• Formulate strategic and operational recommendations to accelerate the achievement of the SDGs and guide the future positioning of the UN system in Gabon.
• Support the consultation process to define strategic priorities for the upcoming Cooperation Framework.
• Assist in developing a theory of change using available tools.
• Utilize a mixed methodology (qualitative and quantitative) for the Country Analysis, including document reviews, interviews, surveys, focus groups, and consultations with local authorities and community organizations.
• Produce analytical reports summarizing findings and recommendations from consultations, ensuring they highlight emerging priorities and stakeholder expectations.

Required Qualifications:

• An advanced university degree (master's or equivalent) in economics, public policy design, development, or related fields is required.
• A bachelor's degree in environmental management or a related field, combined with two additional years of qualifying professional experience, may be accepted in lieu of a master's degree.
• A minimum of 2 years of professional experience in economic analysis, public policy design, and development is required.
• Specific experience in producing documents such as Country Analyses and Cooperation Frameworks for Sustainable Development is required.
• Skills in facilitating multi-stakeholder processes and strategic writing are essential.
• A good understanding of the SDGs and the 2030 Agenda is required.

Educational Background:
Candidates must possess an advanced university degree (master's or equivalent) in economics, public policy design, development, or related fields. Alternatively, a bachelor's degree in environmental management or a related field, along with two additional years of relevant professional experience, may be accepted in place of a master's degree. This educational background is crucial for understanding the complexities of development issues and the analytical skills needed for this role.

Experience:
The position requires a minimum of 2 years of professional experience in economic analysis, public policy design, and development. Candidates should have specific experience in producing documents such as Country Analyses and Cooperation Frameworks for Sustainable Development. Additionally, experience in facilitating multi-stakeholder processes and strategic writing is essential, as well as a solid understanding of the Sustainable Development Goals (SDGs) and the 2030 Agenda.

Languages:
Fluency in French is mandatory for this position, as it is the primary language of communication. Knowledge of English is considered an asset, as it may facilitate engagement with a broader range of stakeholders and resources.
