Job Overview: The position of Facilitateur/trice pays NDC Partnership is a critical role aimed at enhancing the implementation of Nationally Determined Contributions (NDCs) and climate action at the national level. This position offers a unique opportunity to engage with a diverse range of stakeholders, including government representatives, international partners, and local organizations, to mobilize resources and track progress towards achieving climate goals. The facilitator will serve as the primary liaison for the NDC Partnership within Gabon, ensuring effective communication and coordination among all parties involved. The role requires a proactive approach to facilitate the operationalization of the NDCs, support the government in resource mobilization, and monitor the implementation of climate action plans. The facilitator will work closely with various ministries and stakeholders to ensure that the NDCs are translated into actionable policies and programs, thereby contributing to Gabon's climate resilience and sustainable development efforts.
Duties and Responsibilities:
Coordination and communication with key stakeholders: Ensure that communications related to the NDC Partnership engagement are shared with relevant national, international, and local stakeholders. Facilitate periodic coordination and information exchange among partners in the country to leverage their respective strengths in support of the implementation plan. Organize meetings to track and coordinate the implementation of the plan with stakeholders.
Operationalization of the NDC implementation plan: Collaborate with the NDC Partnership support unit and focal points to manage and update the implementation plan in an online tool, ensuring that information remains current and accessible to key stakeholders. Identify implementation and development partners, compile and periodically update their contact information, and follow up on their contributions to the implementation plan.
Facilitation of NDC implementation: Develop an annual work plan that sets specific objectives for the facilitator's role in collaboration with the national engagement specialist and focal point. Work with the support unit to document changes in the operational context and provide support to the government and stakeholders in decision-making processes regarding the implementation plan.
Resource mobilization for implementation: Support the government in tracking and mobilizing partner financing to address gaps in support for NDC implementation. Update government needs and priorities for NDC implementation regularly. Work with the support unit to produce an overview of support needs for partners and engage with local/sub-national partners to connect needs with services and resources.
Monitoring progress of implementation: Track and evaluate the implementation of the plan and coordinate periodic reporting from partners to the NDC Partnership. Prepare quarterly reports summarizing key insights and updates on progress, challenges, and recommendations for the way forward.
Organize and support NDC-related meetings: Facilitate multi-stakeholder dialogues on the NDC as needed. Assist the government in preparing for NDC-related events such as COPs, regional climate weeks, and national gatherings to showcase NDC progress and generate support for implementation. Organize coordination meetings between the support unit and the government as necessary.
Required Qualifications: The position requires a Bachelor's degree (or equivalent) in a relevant field with at least 7 years of relevant experience, or a Master's degree (or equivalent) with a minimum of 5 years of relevant experience. Candidates should possess strong project management skills, experience in stakeholder engagement, and a solid understanding of climate change issues and policies. A globally or nationally recognized professional certificate in a relevant area is desired but not mandatory. Candidates should demonstrate the ability to work effectively in multicultural environments and possess a strong commitment to sustainable development and climate action.
Educational Background: Candidates must have a Bachelor's degree (or equivalent) in a relevant field such as environmental science, public policy, or international relations. A Master's degree (or equivalent) in any of the aforementioned fields is preferred. The educational background should provide a solid foundation in climate change, project management, and stakeholder engagement, equipping candidates with the necessary skills to fulfill the responsibilities of the position effectively.
Experience: Candidates should have relevant experience in climate change, project management, or related areas. Experience working in multicultural environments or with UN system organizations in developing countries is highly desirable. Additionally, experience in development or humanitarian contexts will be an advantage. The role requires a demonstrated ability to coordinate with various stakeholders and manage complex projects effectively.
Languages: Fluency in French is required for this position, as it is the primary language of communication in Gabon. Basic proficiency in English is desirable, as it may facilitate communication with international partners and stakeholders. Candidates should be able to communicate effectively in both languages to fulfill the responsibilities of the role.

The contract type is ICA - LICA - Specialist - Retainer, with a maximum duration of 220 days over a 12-month period, subject to satisfactory performance and availability of funds. The position is home-based, meaning the incumbent will not work in an UNOPS office but will operate from government premises. Candidates must be Gabonese nationals or hold a valid residence permit in Gabon to be eligible for this position.
