Job Overview:
The Associate Human Rights Officer/Open-Source Investigator will play a crucial role in conducting digital open-source investigations related to human rights violations, particularly concerning the transfer or sale of arms and allegations of breaches of international law. This position requires a strong analytical mindset to support investigations, collect and preserve digital evidence, and ensure compliance with established protocols. The incumbent will monitor and research human rights issues, compile reports, and assist in community mobilization efforts. The role also involves liaising with various organizations and authorities to gather baseline data on human rights situations, particularly focusing on vulnerable groups. The position demands a proactive approach to identifying and addressing human rights issues, contributing to the overall mission of the Commission.

Duties and Responsibilities:
The Associate Human Rights Officer/Open-Source Investigator will be responsible for conducting thorough digital investigations and verification processes related to arms transfers and human rights violations. Key duties include proposing analytical tools for data presentation, securely handling investigation documentation, monitoring and researching human rights matters, and assisting in drafting reports and correspondence. The incumbent will participate in hearings, maintain awareness of current human rights issues, and engage in training programs for law enforcement and civil society representatives. Additionally, the role involves collaborating with other Human Rights Officers to integrate gender perspectives into discussions and initiatives, promoting community mobilization, and maintaining a database to track project progress. The position requires a commitment to upholding human rights standards and actively participating in discussions with relevant authorities to prevent violations.

Required Qualifications:
Candidates must possess a strong understanding of open-source investigations and human rights issues, with the ability to analyze complex data sets and draft comprehensive reports. The role requires knowledge of institutional mandates related to human rights organizations and prevailing policies. Candidates should demonstrate professionalism, teamwork, and technological awareness, showcasing their ability to work collaboratively and adapt to new technologies. A commitment to gender equality and the ability to incorporate gender perspectives into all areas of work is essential.

Educational Background:
A first-level university degree in law, political science, international relations, social sciences, or a related field is required. Candidates must have passed the United Nations National Competitive Recruitment Examination (NCRE) or the G to P Examination, although no examination is required for candidates in peacekeeping missions.

Experience:
A minimum of two years of progressively responsible experience in open-source investigations related to human rights or international law is required. Experience in open-source analysis and using visual analysis software is desirable. Relevant work experience in or on the Middle East region is also preferred, highlighting the importance of contextual understanding in this role.

Languages:
Fluency in English, both oral and written, is mandatory. Fluency in Arabic and/or Hebrew is considered desirable, reflecting the need for effective communication in the context of the Commission's work.

Additional Notes:
This position is temporarily available until 30 June 2025, with the possibility of extension subject to the availability of funds and the extension of the mandate.
