The Surge Mechanism at UNOPS is designed to quickly mobilize and deploy highly experienced personnel and specialized experts to reinforce an office's capacity during periods of immediate needs. This mechanism is characterized by its urgency and short-duration commitment in high-risk situations. The Surge Team, managed by the Surge Coordinator, is focused on providing operational support, diagnosis, turnaround, and emergency response. UNOPS operates in various countries and aims to enhance its capacity to respond to crises effectively.

Job Overview:
As a Procurement Analyst, you will be assigned to surge missions aimed at providing rapid procurement support to offices in need. This role requires you to be a role model by leveraging a business partnering approach in every assignment. Your responsibilities will include implementation management, transactional support, and capacity building, all aimed at increasing quality and efficiency in procurement services. You will identify challenges and provide innovative solutions, utilizing data analytics to assist country offices in developing monitoring and planning tools for procurement activities. Your primary reporting line will be to the Procurement Manager or other senior authority in the (Multi-) Country Office, with a secondary reporting line to the Surge Coordinator. You will be responsible for advising on procurement matters and addressing operational and compliance challenges while tailoring appropriate mitigation approaches. The position requires international mobility and willingness to travel to various locations, including hardship areas, with missions lasting up to four months and an estimated 70% of your time spent on assignments.

Duties and Responsibilities:
  • Implement operational strategies and manage procurement, contract, and sourcing transactions for goods, services, and works, ensuring compliance with UNOPS rules and regulations.
  • Manage procurement processes for complex goods and services, focusing on sustainability and timely procurement plans.
  • Implement sourcing strategies and e-procurement tools, including the development of supplier rosters.
  • Facilitate knowledge building and sharing by organizing training initiatives and contributing to procurement knowledge networks.
  • Manage a team to ensure high-quality results and compliance with policies and best practices. The impact of your results will directly affect the efficiency of procurement management and the timely availability of goods and services for UNOPS programs, enhancing the organization's credibility and competitive position.

Required Qualifications:
Candidates must possess an advanced degree or equivalent in Procurement, Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, Economics, or a related field. A first-level university degree combined with two years of international experience in procurement management may be accepted in lieu of an advanced degree. Certification from the Chartered Institute of Supply and Management (CIPS) or similar is a distinct advantage. Candidates should have a minimum of two years of professional experience in international public procurement, with experience in both developing and developed countries being an asset. Familiarity with UN system organizations is desirable, along with proficiency in office software packages.

Educational Background:
An advanced degree in a relevant field is required, with a first-level university degree acceptable if combined with sufficient experience. Candidates without a degree in Procurement or Supply Chain Management should have relevant certifications. The educational background should reflect a strong foundation in procurement principles and practices, as well as an understanding of public administration and business management.

Experience:
A minimum of two years of professional experience in international public procurement is required. Experience working with diverse stakeholders in various contexts, particularly in developing countries, is advantageous. Familiarity with the UN system and prior experience in UNOPS or similar organizations will be beneficial. Proficiency in using computers and office software is also expected.

Languages:
Fluency in English and French is mandatory for this position. Additional language skills may be considered an asset, particularly if they relate to the regions where the procurement activities will take place. Candidates should be able to communicate effectively in both languages, as they will be required to engage with a diverse range of stakeholders.

Additional Notes:
The contract type is ICA, at level IICA-1, with an open-ended duration subject to organizational requirements, availability of funds, and satisfactory performance. The position requires significant travel to various locations, including hardship areas, with missions lasting several weeks up to a maximum of four months.
