Job Overview: The Representative leads a country office team in the design and implementation of a comprehensive population and development program, focusing on sexual and reproductive health. This role involves forming alliances with various stakeholders, including governments, UN agencies, civil society, and the private sector, to realize the 2030 Agenda. The Representative is accountable for the effective implementation of the Country Programme, ensuring that sexual and reproductive health issues are integrated into the national development agenda. The position requires strong leadership, advocacy, and program management skills to address the needs of the most vulnerable populations and to promote human rights and sustainable development.
Duties and Responsibilities: The Representative is responsible for strategic direction, planning, and management of the UNFPA's country office. This includes leading the positioning of UNFPA on strategic issues, building institutional relationships, promoting UNFPA’s role in the national development agenda, and ensuring compliance with corporate policies. The Representative manages both international and national staff, fostering a culture of growth and accountability. Additionally, the role involves providing leadership in policy dialogue, engaging national counterparts, and representing UNFPA in inter-agency settings. The Representative also oversees program implementation, ensuring adherence to results-based management and quality assurance frameworks, and carries out any other duties as assigned by the Regional Director.
Required Qualifications: Candidates must possess a postgraduate university degree in disciplines such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or related fields. They should have 15 years of progressively responsible professional experience in public administration and international development, with at least 10 years in population and development or sexual and reproductive health at the international level. Proven leadership abilities, experience in advocacy and policy dialogue, and familiarity with UNFPA's mandate are essential.
Educational Background: A postgraduate university degree in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or other related areas is required for this position. This educational background is crucial for understanding the complexities of population and development issues and for effectively leading the country program.
Experience: The position requires a minimum of 15 years of increasingly responsible professional experience in public administration and international development. At least 10 years of this experience should be in the field of population and development, sexual and reproductive health, or humanitarian work at the international level. Candidates should have a strong track record of leading teams to achieve high-quality results and experience in advocacy and policy dialogue at both national and international levels. Field experience, particularly in developing or crisis contexts, is highly valued.
Languages: Fluency in English is mandatory. Depending on the duty station, proficiency in another language such as French, Spanish, Arabic, Chinese, Russian, or Portuguese may be required. This linguistic capability is essential for effective communication and collaboration with diverse stakeholders in the region.
