Job Overview:
The Health, Safety and Security Officer will be responsible for implementing NRC’s safety and security policies at the office level in Benghazi and Derna. This role involves conducting regular security and risk assessments to identify safety needs, providing briefings to staff, and reporting any breaches of safety procedures. The officer will facilitate staff relocation and evacuation during emergencies, liaise with local authorities and NGOs, and ensure that all safety and security equipment is maintained. The position requires a proactive approach to monitoring the security situation in Derna, especially in light of recent floods, and developing a robust security network to gather reliable information. The officer will also be responsible for preparing security updates and reports, managing security personnel, and ensuring that staff are trained in safety protocols.

Duties and Responsibilities:
The duties and responsibilities of the Health, Safety and Security Officer include:
  • Implementing NRC’s safety and security policies at the office level.
  • Conducting regular security and risk assessments to identify safety and security needs.
  • Providing regular briefings and updates to all staff.
  • Reporting all breaches of safety and security procedures and threats to NRC staff and assets.
  • Facilitating staff relocation and evacuation in emergencies.
  • Liaising with local authorities, UN agencies, and NGOs to facilitate access and security.
  • Monitoring vehicle and staff movements according to procedures.
  • Preparing security updates and reports as required.
  • Managing security guards in the office and warehouse. 1
  • Arranging communications with the emergency operations room and obtaining necessary approvals. 1
  • Monitoring the situation in Derna and developing a security network. 1
  • Conducting field security assessments for programmatic sites. 1
  • Reporting incidents and accidents in the field. 1
  • Ensuring staff are prepared for contingency scenarios through training. 1
  • Conducting routine inspections of guards and facilities to ensure adherence to SOPs.

Required Qualifications:
The required qualifications for the Health, Safety and Security Officer position include:
  • Experience in security and liaison-related work, preferably with an NGO.
  • Previous experience in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Fluency in English and Arabic is required.
  • Knowledge of security guard best practices and the East Libya security context.
  • Excellent communication and interpersonal skills.
  • Ability to synthesize large volumes of information into concise reports.
  • Ability to identify bias in local media sources.

Educational Background:
Candidates must possess a university degree or have three years of relevant experience in lieu of a degree. A background in security management or related fields is preferred, along with knowledge of best practices in security operations.

Experience:
The position requires prior experience in security management, particularly in humanitarian or NGO settings. Candidates should have a proven track record of working in complex and volatile environments, demonstrating the ability to manage security risks effectively.

Languages:
Fluency in English and Arabic is mandatory for this position. Knowledge of additional languages may be considered an asset but is not required.
