Job Overview: The Shelter-WaSH Team Leader position is crucial for overseeing the implementation of NRC's Shelter and WaSH response in Libya. This role involves managing a team of Shelter and WaSH officers and assistants, ensuring adherence to NRC policies and procedures, and contributing to the development of Shelter and WaSH strategies. The Team Leader is responsible for implementing technical portfolios of Shelter and WaSH projects, ensuring high-quality outputs that meet donor requirements. Regular progress reporting to the Shelter and WaSH Coordinator is essential, as is the capacity building of project staff. The position also requires collaboration with local authorities and stakeholders, integrating Safe and Inclusive Programming principles into all activities, and promoting the rights of internally displaced persons (IDPs) and returnees.
Duties and Responsibilities: The duties and responsibilities of the Shelter-WaSH Team Leader include:
Line management of Shelter and WaSH officers and assistants, ensuring effective team performance.
Contributing to the development and revision of Shelter and WaSH strategies and project proposals.
Implementing delegated technical portfolios of Shelter and WaSH projects, ensuring compliance with proposals, strategies, and donor requirements.
Preparing and reviewing technical documents such as Bill of Quantities (BoQs) and scopes of work (SoWs) to meet NRC standards.
Overseeing assessment and distribution activities, ensuring that project staff are adequately trained and supported.
Conducting regular field visits to provide technical support and guidance to field teams.
Collaborating with the Shelter Coordinator and WaSH Programme Development Manager to oversee assessments and ensure accountability in technical documentation.
Supporting protection mainstreaming in all Shelter and WaSH activities, ensuring the safety and dignity of beneficiaries.
Managing Monitoring and Evaluation (M&E) activities related to Shelter and WaSH projects, ensuring accurate reporting of achievements. 1
Maintaining a collaborative working environment with other team members and stakeholders, ensuring effective communication and coordination.
Required Qualifications: The required qualifications for the Shelter-WaSH Team Leader position include:
A minimum of 3 years of experience in project implementation, particularly in the construction or engineering sectors.
A Bachelor’s degree or higher in Civil Engineering, Structural Engineering, Hydraulic Engineering, Architecture, or a related field.
Experience working in complex and volatile contexts, particularly in humanitarian or recovery settings.
Technical expertise in Shelter and WaSH, with a strong understanding of water tracking and the installation of WaSH facilities.
Proven leadership and management skills, including planning and budget tracking capabilities.
Documented results related to the responsibilities of the position.
Fluency in Arabic and strong English language skills, both written and verbal.
Knowledge of the context in East Libya and experience in community engagement and capacity building.
Educational Background: Candidates for the Shelter-WaSH Team Leader position should possess a Bachelor’s degree or higher in relevant fields such as Civil Engineering, Structural Engineering, Hydraulic Engineering, or Architecture. An advanced degree is preferred, and significant experience in the field of WaSH or Shelter may be considered in lieu of formal education. Candidates should also have a solid understanding of humanitarian standards and donor requirements, as well as good computer skills, including proficiency in MS Office and design software such as AutoCAD and WaterCAD.
Experience: The position requires a minimum of 3 years of relevant experience in project implementation, particularly in the construction or engineering sectors. Candidates should have experience working in complex and volatile contexts, ideally within humanitarian or recovery settings. Experience in leading teams and capacity building is essential, as well as a strong technical background in Shelter and WaSH projects.
Languages: Fluency in Arabic is mandatory, both written and verbal. Strong English language skills are also required, enabling effective communication with diverse stakeholders and reporting on project activities. Additional language skills may be considered an asset but are not mandatory.
Additional Notes: This position is based in Benghazi, Libya, and is expected to be a full-time role. The Shelter-WaSH Team Leader will be responsible for managing a team and ensuring the successful implementation of projects in accordance with NRC policies and procedures.
