Job Overview:
The Programme Management Officer (Liaison) will play a crucial role in developing, implementing, and evaluating assigned programs and projects. This position requires monitoring and analyzing program development, identifying issues, and initiating corrective actions. The officer will perform consulting assignments, facilitate workshops, and assist clients in managing change. The role involves extensive research, policy development, and coordination of outreach activities. The officer will also be responsible for organizing written outputs, providing substantive support for meetings, and leading field missions. The position demands a proactive approach to enhance engagement with Geneva-based stakeholders and ensure effective participation in the Global Digital Compact's implementation.

Duties and Responsibilities:
The Programme Officer (Liaison) will be responsible for a variety of tasks, including: developing and evaluating programs/projects; monitoring implementation and analyzing progress; conducting consultations and workshops; researching and presenting information; coordinating policy development; generating survey initiatives; organizing written outputs; providing support for meetings and conferences; initiating outreach activities; leading field missions; coordinating budget-related activities; collecting and analyzing data; and advocating for digital cooperation. The officer will also enhance engagement with stakeholders and ensure effective participation in international forums.

Required Qualifications:
Candidates must possess a strong understanding of project or program management, digital cooperation, and international relations. They should demonstrate professionalism, effective communication skills, teamwork, planning and organizing abilities, and technological awareness. The ability to analyze and interpret data, manage conflicting priorities, and incorporate gender perspectives is essential. Candidates should also exhibit a commitment to the highest standards of efficiency, competence, and integrity, as outlined by the United Nations.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in international relations, law, diplomacy, technology, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of progressively responsible experience in project or program management, liaison, administration, or digital cooperation is required, with at least five years at the international level. Candidates must have a minimum of two years of experience working on digital issues and one year of experience in international organizations. Experience with multilateral processes, particularly in emerging technologies, and with Geneva-based institutions is desirable.

Languages:
Fluency in English (both oral and written) is required, as English and French are the working languages of the United Nations Secretariat. Knowledge of another UN official language is desirable.
