Job Overview:
The HR Senior Assistant will work under the direct supervision of the HR Officer, providing integrated support to the RSMCO Projects and delivering specific HR outputs. The role requires ensuring compliance with UNOPS rules and regulations while maintaining high ethical standards. The HR Senior Assistant will contribute to HR policy development, assist in recruitment processes, and provide advisory services to hiring managers. This position is crucial for supporting the organization's HR initiatives and ensuring effective talent acquisition and administration. The successful candidate will demonstrate a collaborative and client-focused approach, contributing to the overall success of HR functions within the organization.

Duties and Responsibilities:
The HR Senior Assistant will be responsible for a variety of tasks, including:
  • Supporting policy development and implementation by collecting data on HR trends and sharing best practices.
  • Advising hiring managers on recruitment and performance management processes.
  • Assisting in recruitment processes, including administrative tasks such as creating folders, reviewing TORs, conducting plagiarism checks, and updating recruitment systems.
  • Conducting preliminary reviews of applications, highlighting strong candidates for shortlisting, and undertaking reference checks.
  • Organizing testing and interviews, taking minutes during interviews, and preparing summaries of candidates' experiences.
  • Supporting personnel onboarding and offboarding processes.
  • Maintaining reference files and records.
  • Facilitating training and learning initiatives on HR-related topics.
  • Performing other duties as required in line with the incumbent's scope of services.

Required Qualifications:
Candidates must possess a secondary school diploma as a minimum requirement. A First University Degree in Human Resources Management, Business Administration, Public Administration, or equivalent disciplines is considered an asset and may substitute for some years of experience. Candidates should have a strong understanding of HR practices and be able to demonstrate their ability to contribute to HR policy development and implementation.

Educational Background:
The educational background required for this position includes a secondary school diploma as a minimum. A First University Degree in relevant fields such as Human Resources Management, Business Administration, or Public Administration is preferred and can be considered an asset, potentially substituting for some years of required experience.

Experience:
A minimum of five years of relevant experience in HR advisory, recruitment, or HR-generalist services is required. Experience in international or national organizations is preferred. Familiarity with Google Suite and HR information systems is considered an asset, as is experience with oneUNOPS and some exposure to UN system organizations.

Languages:
Fluency in Serbian and English is mandatory for this position. Candidates should be able to communicate effectively in both languages, as this is essential for the role's responsibilities.

Additional Notes:
This position is a local role, open to Nationals of Serbia and individuals with a valid residence/work permit. The contract type is an ICA Contract at Local ICA 5 level, with a duration that may be part-time or full-time depending on organizational needs and funding availability. Candidates should be aware that the functions and responsibilities outlined may vary in scope and duration. Under the retainer contract, assignments can range from short-term to longer blocks of time. New hires are required to complete two online courses upon contract signature before commencing any assignments.
