Job Overview: The Deputy Chief Security Officer is responsible for overseeing and directing the activities of the Management, Support, and Annex Unit within the Security Service. This role involves managing the budget, human resources, and recruitment processes, as well as developing training programs and overseeing performance evaluations. The incumbent will also be responsible for strategic planning and implementation of security projects, analyzing security trends, and providing recommendations for policy improvements. The position requires a proactive approach to crisis management and the ability to lead working groups on security-related projects. The Deputy Chief Security Officer will also temporarily assume the responsibilities of the Chief of Service in their absence, ensuring continuity of operations and security management.
Duties and Responsibilities: The Deputy Chief Security Officer will oversee the following duties:
Direct the activities of the Management, Support, and Annex Unit.
Manage the budget of the Security Service effectively.
Develop strategies for human resource deployment and oversee recruitment, promotion, and placement processes.
Analyze training needs and propose training programs, including the development of training manuals.
Manage the e-performance process for the Service.
Set objectives, goals, and work plans, and monitor progress.
Oversee the management of security equipment, supplies, uniforms, and firearms.
Ensure strategic planning and implementation of security projects.
Analyze security trends and propose policy improvements. 1
Prepare in-depth reports on assignments and ensure quality control and client satisfaction. 1
Contribute to crisis readiness and assist in preparing a Crisis Management scheme for Geneva. 1
Perform any other duties as requested by the Chief of Service.
Required Qualifications: Candidates must possess thorough knowledge of security and safety operations, including risk management and crisis management. They should demonstrate professional competence, efficiency, and the ability to remain calm under pressure. Strong communication skills are essential, as is the ability to plan and organize effectively. Leadership qualities are also required, including the ability to empower others and drive change. Candidates should be able to manage performance by delegating responsibilities and providing feedback to staff.
Educational Background: An advanced university degree (Master's degree or equivalent) in social/political science, law, criminal justice, business administration, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of seven years of progressively responsible experience in security, risk, or disaster management is required. This experience should be in public or private service areas, including national security, military, or police. Candidates should have senior command or management experience and international field experience in the UN Security Management System is desirable. Prior experience in managing security and safety services within the UN System is also preferred.
Languages: Fluency in English or French is required, along with knowledge of the other language. Knowledge of another UN official language is desirable, enhancing communication capabilities within the diverse UN environment.
