Job Overview:
The Programme Analyst - Gender is responsible for leading UNFPA's initiatives on gender equality and human rights within the assigned province, with a particular focus on addressing gender-based violence (GBV) and harmful practices. This role involves providing technical leadership, policy advice, and management support for UNFPA programs related to gender equality, women's rights, and GBV. The analyst will work to integrate gender considerations across various program areas, including reproductive health and youth engagement, while building the capacity of local staff and partners to mainstream gender issues. The position requires a commitment to advancing gender equality and empowering women and girls, aligning with UNFPA's strategic goals and international commitments.

Duties and Responsibilities:
The Programme Analyst - Gender will engage in policy dialogue and technical leadership, ensuring that UNFPA's position on gender equality and women's rights is integrated into national and provincial development agendas. Responsibilities include establishing relationships with government counterparts, analyzing policy documents, advocating for gender-responsive budgeting, and participating in technical forums. The analyst will manage gender-responsive programs, oversee work plans and budgets, conduct monitoring and reporting, and promote synergies among UNFPA's gender-related projects. Additionally, the role involves leading advocacy efforts for gender equality, mobilizing resources, and contributing to knowledge management by documenting best practices and lessons learned in addressing GBV and harmful practices.

Required Qualifications:
Candidates must possess an advanced degree in Gender Studies, Human Rights, Law, Public Policy, Development Studies, or related fields. A minimum of two years of professional experience in gender and/or human rights program management is required, along with technical expertise in gender equality, GBV, and harmful practices. Strong understanding of women's rights and reproductive rights within legal and policy frameworks is essential. Experience in coordinating with government entities, NGOs, and development partners is necessary, as well as familiarity with the cultural context and social norms affecting gender-based violence in Nepal. Proficiency in English and Nepali is required, and knowledge of another UN language is an asset.

Educational Background:
The position requires an advanced degree in relevant fields such as Gender Studies, Human Rights, Law, Public Policy, or Development Studies. This educational background should provide a strong foundation in understanding the complexities of gender issues, human rights, and the socio-political landscape affecting women's rights and gender equality.

Experience:
Candidates should have a minimum of two years of professional experience in gender and/or human rights program management, particularly in the public sector. This experience should include technical expertise in gender equality, GBV, and harmful practices, as well as a demonstrated ability to engage with various stakeholders, including government counterparts, NGOs, and UN agencies. Experience in advocacy and planning processes, particularly within the context of federalism and governance in Nepal, is also important.

Languages:
Proficiency in English and Nepali is mandatory for this position. Additionally, having a working knowledge of another UN language would be considered an asset, enhancing the candidate's ability to communicate effectively in a diverse and multicultural environment.
