Job Overview:
The Civil Engineer will work under the direct supervision of the Chief of Unit and will be responsible for overseeing construction projects from the design stage to handover. This includes preparing and reviewing construction documents, managing project life cycles, and ensuring compliance with engineering standards and regulations. The role requires collaboration with various stakeholders and the preparation of technical documents for procurement. The engineer will also conduct site investigations, prepare monitoring reports, and ensure quality control during project implementation. The position demands a proactive approach to capacity development through mentoring and training of local staff and partners.

Duties and Responsibilities:
The Civil Engineer's duties include:
  • Preparing, checking, and providing feedback on construction project documents, including structural details, sketches, bill of quantities, specifications, and cost estimations.
  • Managing the entire project life cycle, ensuring that engineering works meet international codes and internal SOPs.
  • Preparing technical documents for procurement solicitations.
  • Conducting structural calculations and specifications for various types of structures.
  • Analyzing project proposals for technical feasibility.
  • Preparing monitoring reports on construction activities.
  • Coordinating with other engineers and units involved in the project.
  • Conducting preliminary site investigations to gather necessary field data.
  • Reviewing and amending programmatic documents for projects. 1
  • Ensuring compliance with environmental procedures and quality control during implementation. 1
  • Engaging in capacity development for national staff and partners through coaching and training. 1

Required Qualifications:
Candidates must possess strong integrity and professionalism, excellent planning and organizational skills, and the ability to work effectively in a team while respecting diversity and gender. Strong communication skills are essential for this role, as the engineer will need to liaise with various stakeholders and present technical information clearly.

Educational Background:
A degree in Civil Engineering or a related field is required. Candidates should have a solid understanding of engineering principles and practices, as well as familiarity with international codes and regulations relevant to construction and engineering.

Experience:
Candidates should have significant experience in civil engineering, particularly in managing construction projects. Experience in preparing technical documents for procurement and conducting site investigations is highly desirable. Familiarity with working in international organizations or in challenging environments is an advantage.

Languages:
Fluency in French is mandatory, as it is the primary working language in the DRC. Knowledge of additional languages such as Lingala, Kikongo, Tshiluba, or Swahili is considered a valuable asset.

This position is classified as a non-family assignment, with living conditions varying significantly across different duty stations in the DRC. Candidates should be prepared to work in challenging environments with limited amenities. The role may involve relocation to various sites, and candidates must be up-to-date with required vaccinations. The unit of currency is the Congolese Franc, with the US dollar also widely accepted. Accommodation can be expensive, and living conditions may be basic in remote areas.
