The UN Resident Coordinator Offices (RCO) play a crucial role in supporting countries to meet their development priorities and implement the SDGs. The UN RCO in Mongolia is led by an empowered UN Resident Coordinator, who is the highest-ranking official of the UN Development System in the country.

Job Overview:
The Associate Development Coordination Officer will be stationed at the United Nations Resident Coordination Office in Ulaanbaatar, Mongolia. This position is pivotal in providing substantive support for the development and implementation of the UN Country Team (UNCT) data and research strategies. The incumbent will assist in designing and executing the UNCT’s data and research strategy, ensuring alignment with the Country Common Analysis (CCA) and the UN Sustainable Development Cooperation Framework (UNSDCF). The role involves conducting empirical analysis, data mining, and visualization to support the Resident Coordinator and UNCT in developing reports on sustainable development topics. The officer will also contribute to the development of data and research tools and methodologies, ensuring that the UNCT remains responsive to emerging development issues and national priorities. Additionally, the position entails fostering strategic research and data partnerships with various stakeholders, including government counterparts, research institutes, and civil society, to enhance the use of data science for development.

Duties and Responsibilities:
The incumbent will be responsible for a variety of duties, including:
  • Providing substantive support for the development and implementation of the UNCT data and research strategies, including empirical analysis and data visualization.
  • Assisting in the development and expansion of strategic research and data partnerships with UN entities, government counterparts, and research institutions.
  • Undertaking monitoring and reporting of UNCT results under the UN Sustainable Development Cooperation Framework, including preparing monitoring and evaluation frameworks.
  • Supporting knowledge management and capacity development related to data and monitoring, sharing best practices, and contributing to thematic activities and knowledge-sharing forums.
  • Documenting requirements and background information for data analysis and performing other relevant duties as assigned.

Required Qualifications:
Candidates must possess a strong understanding of sustainable development theories and concepts, with the ability to identify and develop sources for data collection. The role requires proficiency in research, data analysis, and the ability to draft reports on sustainable development issues. The incumbent should demonstrate professionalism, teamwork, and effective planning and organizing skills. The ability to work collaboratively with colleagues and stakeholders is essential, as is the capacity to manage time and resources efficiently.

Educational Background:
An advanced university degree (Master's degree or equivalent) in information management, statistics, sustainable development, social sciences, education, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Certification in data analytics, business analytics, or data science programs is considered an advantage.

Experience:
A minimum of two years of progressively responsible experience in providing strategic support to research and data analysis, knowledge management, or project/programme management in the context of development cooperation is required. Experience in research, data analysis, and preparing recommendations for senior management decision-making is essential. Experience within the UN, NGO, or similar international organizations is desirable, along with at least one year of experience in data analytics or data science.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another UN official language, such as French, is considered an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge is rated as 'confident' in two of the four areas.

This is a Temporary Job Opening with an appointment duration of 364 days, and it does not carry any expectancy of renewal. The position is open to nationals of Mongolia only, and candidates must possess national experience or knowledge of the national language, culture, institutions, and systems.
