Job Overview: The WHO Roster Operations Specialist will play a crucial role in supporting the head of the WHO country office in Ulaanbaatar, Mongolia. This position is responsible for overseeing the delivery of efficient and effective operational services, ensuring that the country office adheres to organizational policies and procedures. The incumbent will manage financial and human resources, procurement, information and communication technology, security" style="border-bottom: 1px dotted #007bff !important;">security, and general administrative functions. The role requires a proactive approach to adapt to changes in the operating environment, particularly in emergency settings, and to propose necessary adjustments to processes and methods to enhance operational efficiency. The specialist will also be involved in advising on operational risks and implementing risk mitigation strategies, thereby contributing to the overall direction and success of the WHO country office.
Duties and Responsibilities: The incumbent will be responsible for a wide range of duties, including advising the head of the WHO country office and staff on operational aspects, interpreting policies and procedures, and providing solutions that align with business needs. Key responsibilities include managing staff and operations teams to deliver services in budget and finance, human resources, procurement, and administration. The specialist will oversee financial resource management, ensuring accurate planning, monitoring, and reporting of accounts. Additionally, the role involves participating in project proposal formulation and negotiation, managing human resources planning, and ensuring timely recruitment and performance management. The incumbent will also guide the planning process, manage procurement of goods and services, ensure staff security, and introduce innovations for improved efficiency. Coordination with the Business Operations network and representation of WHO in interagency meetings are also essential aspects of this position.
Required Qualifications: Candidates must possess a strong educational background and relevant experience. For the P3 level, a Bachelor's degree in finance, management, accountancy, public administration, or a related field is essential, while a Master's degree is desirable. For the P4 level, a Master's degree in finance, management, accountancy, economics, or business administration is required, with a Bachelor's degree or training in human resources being desirable. WHO only considers higher educational qualifications from accredited institutions recognized in the World Higher Education Database (WHED).
Educational Background: The educational requirements for this position vary based on the grade level. For the P3 grade, a Bachelor's degree in a relevant field is essential, while a Master's degree is desirable. For the P4 grade, a Master's degree is essential, with a Bachelor's degree or relevant training in human resources being desirable. Experience: The level of experience required for this position also varies by grade. For the P3 grade, a minimum of 5 years of relevant experience is essential, including proven international exposure and experience in leading operational and administrative services. Additional Notes: This position offers a competitive salary, with an annual net base salary starting at USD 71,335 for the P3 level and USD 86,027 for the P4 level, subject to deductions for pension contributions and health insurance. Additional benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
